FORMAREA PROFESIONALĂ(CEP USM, 2024) Vîrlan, IulianaThis article examines the diplomatic career, focusing on the training and skills development necessary for success in this field. Through a detailed analysis of educational programs and the typical career path of diplomats, the importance of rigorous and continuous preparation is emphasized. The study examines the education, skills and competencies required of a diplomat and emphasizes the relevance of practical experiences such as internships and diplomatic missions. It also presents the challenges and opportunities facing diplomats in the current global context characterized by dynamism and interdependence. In order to ensure a comprehensive and rigorous analysis of the diplomatic career and the skills required for success in this field, several complementary scientific methods have been used. The conclusions of the article present findings on the continuing professionalization of diplomacy and the importance of its actions on maintaining global peace and stability.Item ASPECTE DE FORMARE ȘI PROMOVARE A IMAGINII PRIN COMUNICAREA STRATEGICĂ: CAZUL UNIUNII EUROPENE(CEP USM, 2024) Rotaru, Veronica; Rusu, FeliciaThis article explores certain facets of the formation and promotion of the EU's image through strategic communication. In a scenario where the advancement of media technologies has blurred the borders between states in the realm of communication, presenting unparalleled opportunities to exert influence on a wide-ranging audience through diverse means and informational approaches, the significance of investigating the mechanisms of strategic communication becomes pertinent as a fundamental component of a government's endeavors to manage public opinion, with the aim of attaining credibility, legitimacy, and backing in the process of shaping and endorsing a favorable image on the global stage. The European Union undertakes manifold initiatives to cultivate a positive image, with a strong emphasis placed on the advocacy of European values and enhancing its perception both domestically and internationally. Within this context, special emphasis is accorded to the endeavors of garnering and sustaining public support for its actions, wherein strategic communication emerges as a potent instrument in this regard. Further advancement in this sphere serves as an apt response for an integration association in addressing informational threats and adapting to novel circumstances.Item STRATEGIILE DE POLITICĂ EXTERNĂ A REPUBLICII MOLDOVA ÎN CONTEXTUL NOILOR AMENINȚĂRI DE SECURITATE REGIONALĂ(CEP USM, 2023) Budurina-Goreacii, CarolinaForeign policy is exercised by the central authorities of the state and their representatives. The decisions taken in the framework of foreign policy are considered to be the most important instruments available to a state in achieving the national interest. This article aims to investigate the main existing strategies of the Republic of Moldova emerging from the country’s foreign policy, but also from the national interest established by the existing legal framework. In its European course, but also in the context of the Ukrainian war, we nevertheless observe that a series of strategies used in the past have proven to be outdated or less effective. That is why the author presents at the end of this article possible strategies that our country could adopt in collaboration with external actors to face the new regional challenges, but also to fulfill the European standards that our country has undertaken to respect once it became a candidate country for the EU.Item GEORGIA’S FOREIGN POLICY IN SHAKE: APPEASEMENT VS EURO-ATLANTISM(Print-Caro, 2023) Maisaia, VakhtangThe parliamentary elections in Georgia on October 1, 2012 marked a turning point in the country’s foreign policy, as it moved towards the European integrationist space. The resizing of Georgia’s foreign policy vector is due to the new pro-European government that won the elections. The annexation of the Crimean peninsula in 2014, as well as the invasion of Ukraine by the Russian Federation conditioned the irreversible orientation of Georgia’s foreign policy vector towards the Euro-Atlantic space. The purpose of this article is to highlight the main aspects of Georgia’s foreign policy versus the Euro-Atlantic structures.Item RELAȚIILE UNIUNII EUROPENE CU FEDERAȚIA RUSĂ: EVOLUȚIE ȘI COOPERARE SAU STAGNARE?(CEP USM, 2023) Cataraga, LauraArticolul examinează starea actuală a relațiilor dintre Uniunea Europeană (UE) și Rusia, evidențiind legăturile istorice, culturale, științifice și economice împărtășite, precum și implicarea lor comună în problemele globale cheie. Se subliniază rolul semnificativ jucat de Parlamentul European în conturarea și promovarea politicii externe a UE, în ciuda rolului său formal limitat în procesul decizional. Articolul identifică principalele domenii de divergență între UE și Rusia, cum ar fi politica externă, securitatea regională, valorile democratice, conflictele din Siria și Ucraina, politica energetică, securitatea cibernetică și campaniile de dezinformare. În plus, se discută impactul economic al sancțiunilor impuse de UE în urma agresiunii Rusiei împotriva Ucrainei. Articolul concluzionează prin sugerarea că UE trebuie să dezvolte o politică externă robustă față de Rusia, să se angajeze activ cu vecinii săi din est și să navigheze o Rusie post-Putin menținând în același timp o front unit.Item DIPLOMAȚIA DIASPOREI ÎN CADRUL POLITICII EXTERNE A REPUBLICII MOLDOVA(CEP USM, 2023) Enachi, AndreiÎn cadrul unui nou context al relațiilor internaționale determinat de evoluţia raporturilor dintre state, ca actori tradiționali, dar şi apariţia noilor actori ai relațiilor internaţionale, diaspora a devenit un instrument important al politicii externe. Acest nou rol al diasporei conturează contextul dezvoltării relațiilor internaționale cu noi actori nonstatali, dar cu un rol transnaţional. Deşi fenomenul se află la o etapă incipientă şi care prinde contur, unii cercetători încearcă să studieze particularităţile sale şi să-i ofere un cadru teoretic potrivit. Astfel, aceste evoluții au determinat și modificări semnificative la nivelul diplomației tradiționale, cu implicarea diplomaţiei publice și rolului activ al diasporei pentru atingerea obiectivelor de politică externă şi impulsionarea relațiilor bilaterale şi multilaterale, fiind precursorul unor noi oportunităţi de cooperare şi interacţiune dintre state. În articol se evidențiază principalele teze referitor la diplomaţia diasporei, precum şi rolul acesteia în cadrul politicii externe.Item US SOFT POWER IN PROMOTING THE IMAGE OF THE STATE IN THE CONDITIONS OF THE REPUBLIC OF MOLDOVA(CEP USM, 2021) Rotaru, Veronica; Nicolaescu, IrinaRisks and threats to international security contribute to the assertion of new peaceful methods of coexistence and cooperation of states and, in this context, the role of soft power increases unconditionally. This is a measure of achieving advantageous results, relying on conviction, voluntary participation, sympathy and attraction. Romania was the first state to recognize the independent Republic of Moldova. In the context of the analysis of the Moldovan-Romanian relations, this article is focused on the research of the specifics of the collaboration of the Republic of Moldova with Romania on the economic dimension. Therefore, are highlighted the main aspects of the Moldovan-Romanian political, commercial-economic and social relations from 2009-2021.Item CONCEPTUAL-THEORETICAL IDENTIFICATIONS OF THE RELATIONSHIP „PARADIPLOMACY - FOREIGN POLICY”(Institutul de Relaţii Internaţionale din Moldova, 2021) Cebotari, SvetlanaAlthough the phenomenon of ,,paradiplomacy” appeared in the 1970s, only at the beginning of the XXI century, this concept has become present in scientific research and in the speeches of politicians. The term was invented to designate the international activities of the non-central institutions of a state: municipalities, regions, private companies, etc. Starting from the reasoning according to which the foreign policy represents the state activity in international affairs or the state activity on the international arena, the phenomenon ,,paradiplomacy” also designates the international activity of transnational regions or regional blocs, private companies, municipalities, etc. The article aims at highlighting the correlation between the concept of “paradiplomacy” and,,foreign policy”.Item PROBLEME DE IMPACT A POLITICII EXTERNE ASUPRA PROCESULUI DE CONSOLIDARE ȘI PROMOVARE A INTERESULUI NAŢIONAL AL REPUBLICII MOLDOVA(Academia de Administrare Publică, 2020) Saca, VictorThe proposed article addresses some theoretical and empirical aspects of the impact of foreign policy on the national interest. The subject is examined in the light of the capacities of the State of the Republic of Moldova to ensure a rational and consistent domestic and for - eign policy capable of consolidating and adequately promoting the national interest. The author analyzes the positive and problematic realities of the influence of foreign policy on the supreme values of the country - sovereignty, independence, territorial integrity, security. It is also under assessment the issue of priorities and vectors of orientation of national interest - to the West or to the East.
