    International experience shows that some of the determining factors for administrati- ve-territorial reform are the political will to reform and the acceptance of the population to reform. The purpose of this article is to present the vision of the political parties in the Republic of Moldova on the administrative-territorial reform, using the programmatic documents approved and promoted in the political activity. It also presents the results of a survey carried out on a representative sample of representatives of local public authorities, in order to highlight their concerns and positions on the reform issue.

    STRATEGIA DE REFORMĂ A ADMINISTRAȚIEI PUBLICE DIN REPUBLICA MOLDOVA PENTRU ANII 2023-2030: OPORTUNITĂȚI ȘI IMPEDIMENTE PRIVIND MODERNIZAREA ADMINISTRAȚIEI PUBLICE

    Under the conditions of the status of a candidate country for the accession to the European Union, the Republic of Moldova must fulfill the conditionalities established by the European Commission, among which is the one regarding the modernization of the public administration. In this sense, the „Public Administration Reform Strategy of the Republic of Moldova for the years 2023-2030” was developed and submitted to public consultations. This „represents a unitary, coherent and comprehensive policy document that describes the vision, purpose, objectives, actions and resources necessary for the process of improvement/transformation of the public administration in the Republic of Moldova. At the same time, the analysis of the Strategy reveals conceptual problems that affect its quality and risk compromising the achievement of the intended objectives. In part, it is about the transversal inconsistency regarding the regulation of the dimensions/components of the Strategy, but also the lack of a coherent vision regarding the reform of the public administration based on the decentralization of power according to the principle of subsidiarity.

    Starting from the principles of the public administration, the article approaches the particularities of symmetrical and asymmetrical structures of public administration and ways to make the activity of public authorities more efficient. The authors refer to the distribution of responsibilities between different levels of public administration and the decision-making process, but also to the degree of autonomy in the management of public affairs granted to different authorities.

    The article highlights the decentralization of property and powers stipu- lated by the Law of the Republic of Moldova No. 68 of 05.04.2012 on the ap- proval of the National Strategy for Decentralization and the action plan for the implementation of the National Strategy for Decentralization for 2012-2018. This law determines the goals and objectives for the implementation of the priority associated with the decentralization of power and the provision of local autonomy in accordance with the European Charter of Local Self-Gov- ernment of 15.10.1985, which was ratified by the resolution of the Parliament of the Republic of Moldova No. 1253-XIII of 16.07.1997. The relevance of the topic is due to the need to improve the quality of the activities of local public administration by transferring to them from the cen- tral public administration authorities a part of the functions and powers, as well as the property necessary to fulfill the functions and powers transferred to them, as well as responsibility
