    ACCESSION OF THE REPUBLIC OF MOLDOVA TO THE EUROPEAN UNION WITH OR WITHOUT A DEFINED STATUS OF THE TRANSNISTRIAN REGION

    This scientific article aims to analyze the perspective of the European integration of the Republic of Moldova in the context of the unresolved Transnistrian conflict, a controversial public topic, starting with the establishment of its first relations with the European Union until today, when Chisinau began accession negotiations. Some voices strongly believe that Moldova’s accession to the European Union is conditional on the final and sustainable settlement of the Transnistrian conflict, because neither the territorial conflict nor the Russian army, which has been illegally stationed in the country for over three decades, can be imported into the European Union, or, the accession without the Transnistrian region could mean Chisinau ceding a part of the state territory, where about 360 thousand of its citizens live. A part of society, on the contrary, claims that the European Union has never conditioned its expansion by a priori solving the territorial problems faced by the candidate countries, and the Transnistrian conflict is a lever of Moscow’s influence to block the European path of the Republic of Moldova. The analysis, in essence, of the problem of the European integration of the Republic of Moldova in the context of the Transnistrian conflict allowed the formulation of some conclusions that could contribute positively to the achievement of the country’s European accession goal.

    DIALOGUL REPUBLICA MOLDOVA-UNIUNEA EUROPEANĂ ÎN CONTEXTUL RĂZBOIULUI RUSO-UCRAINEAN: REALITĂȚI ȘI PERSPECTIVE

    The events in the region, resulting in the military aggression of the Russian Federation on Ukraine on February 24, 2022, accelerated the dynamics of relations between the Republic of Moldova and the European Union. Currently, Moldovan-European relations are conditioned by the events in Ukraine, which oriented the foreign policy vector of the Republic of Moldova towards the EU. The submission of the EU accession application by the Republic of Moldova and obtaining the status of a candidate country for EU integration speaks to the state’s desire to align itself with the processes of the European integration space. The objective of this article is to highlight the conditions under which the Republic of Moldova obtained the status of a candidate country for the EU, as well as the conditions imposed by the EU regarding the resilience of the Republic of Moldova to European standards.

    PERSPECTIVA EUROPEANĂ A STATELOR DIN BALCANII DE VEST: ÎNTRE „OBOSEALA EXTINDERII” ȘI INTEGRAREA EUROPEANĂ

    În ceea ce privește parcursul european al statelor din Balcanii de Vest, Uniunea Europeană transmite că s-ar afla într-o perioadă de „oboseală a extinderii”. Riscurile întârzierii integrării statelor din această regiune profund marcată de războaiele de după destrămarea Iugoslaviei sunt semnificative, în mod special în privința creșterii influenței economice și politice în regiune a unor state precum Turcia, Federația Rusă și China. După blocarea negocierilor de aderare pentru Albania și Macedonia de Nord, în noiembrie 2019, Comisia Europeană a lansat o serie de propuneri pentru îmbunătățirea Politicii de Extindere în Balcanii de Vest, punându-se accentul pe cooperarea intraregională, creșterea credibilității decidenților politici în asumarea reformelor și mai multă predictibilitate. Din punctul de vedere al României, stabilitatea în regiunea Balcanilor de Vest este foarte importantă, fiind sprijinită integrarea europeană în funcție de meritele individuale ale fiecărui stat în implementarea reformelor. Conferința privind Viitorul Europei reprezintă o oportunitate de a relansa proiectul construcției europene, oferind statelor din Balcanii de Vest o perspectivă corectă, credibilă și concretă cu privire la integrarea europeană.

    В статье рассматриваются перспективы расширения Европейского Союза в направлении Западных Балкан. И несмотря на то, что пока ни один кандидат западных Балкан не готов к вступлению в ЕС, страны кандидаты ведут переговоры, в которых акцентируют внимание на вопросах верховенства права, правосудия и соблюдения основополагающих прав. Также в работе рассматриваются действия Европейского Союза, поддерживающего инициативы Балканских государств в различных областях, основываясь на "Критериях Копенгагена", которые являются основой Стратегии расширения на Западные Балканы.

    This article aims to analyse the key elements of administrative, social, and political re- forms in the Republic of Moldova and their contribution to the consolidation of the country’s European path. Moldova, a small landlocked country in Eastern Europe, has been actively pursuing integration with the European Union (EU). The report explores various administrative, social, and political reforms, highlighting their impact on Moldova’s European aspirations. The analysis sheds light on the progress, challenges encountered, and future prospects for further consolidating Moldova’s European path.

    In this article, problems related to the integration of the Republic of Molova into the European Union are addressed in terms of the agricultural sector. A review of the main aspects regarding the development policies of the national agricultural sector in the process of aligning the common agricultural and rural policies at the European level is carried out; in the context of sustainable development, environmental aspects, biodiversity conservation, efficient use of natural resources and the promotion of sustainable agricultural practices are examined.

    The article explores peculiarities of shaping ethnic minorities’ integration policy in Georgia and Moldova going trough the period of the EU pre accession process. The analysis takes into account the context of increasing globalization and reveals main challenges these multiethnic states have to face in such conditions. Drawing parallels between two countries it was made an attempt to spot possible risks and prospects of the prevailing situation that can strongly influence ethnic policy making.

    The Republic of Moldova is one of the leaders of European integration among the post-Soviet countries. In April of 2014 Chisinau was the first after the Baltic States which received a visa-free regime with the Schengen countries. Although this privilege applies only to the holders of biometric passports, and only for short trips without the right to work, this event is of great importance for the country's inhabitants. However, visa-free regime perhaps is the only truly major and notable achievement of the Republic of Moldova authorities, who have declared the course of European integration as the only vector of external development in 2009.

    EUROPEAN INTEGRATION OF THE REPUBLIC OF MOLDOVA AT PRESENT TIME: REALITIES AND TENDENCIES

    The article presents an analysis of the role of the European integration process of the Republic of Moldova at current stage and it was supported by the Marie Curie International Research Staff Exchange Scheme Fellowship within the 7th European Community Framework Programme. The European integration of the Republic of Moldova is a complex process and it was supposed to some difficulties due to the political and economic instability that country experience. Thus, the author highlights the main priorities that should be undertaken to advance the European integration of the country: 1) implementation of Association Agreement; 2) carrying out of reforms; 3) Transnistrian conflict resolution; 4) consolidation of the civic society role in the process of European integration; 5) assurance of social cohesion and promotion of information campaign for the population.

    INTERESE ŞI PREZENŢE OCCIDENTALE ÎN REPUBLICA MOLDOVA LA SFÎRŞITUL ANILOR ’90 – ÎNCEPUTUL 2000

    Since the early years of independence, Moldova has established relationships with several states. However, during the 90s, our country did not show a high interest for the major Western powers. The situation has evolved in the early 2000s, by increased cooperation with the European Union and the strengthening conviction that the Republic of Moldova is set towards an irreversible European path. For this reason, the study aims to follow a historical intervention development of bilateral political, economic and cultural cooperation between Moldova and both external actors as partners and major political forces worldwide and in the region. In this respect, we will examine relations with the following countries: Germany, France, Italy, Great Britain and the United States, the countries being placed in alphabetical order. Overall, we can identify the following steps in the foreign relations of the Republic of Moldova with the international community and the European Community: 1. 1992-1998 - period for setting diplomatic ties and signing of collaboration agreements; 2. 1998-2006 – period of relations strengthening and priorities identification, culminating in the signing of the Action Plan EU - Moldova 3. 2006 - present. The study will examine only the first and second stage, the third is reflected in another context.
