The report explores various administrative, social, and political reforms, highlighting their impact on Moldova’s European aspirations. The analysis sheds light on the progress, challenges encountered, and future prospects for further consolidating Moldova’s European path.

    The realities of the transition period initiation in the field of state building, after gaining of the Independence of the Republic of Moldova, has determined the need for public administration reform. This reformation was conditioned by the transformative processes in the production way, in the property system, in organization of the social sphere, in reevaluation of the role and professional potential of human resources in public administration. This study elucidates the process of establishment, evolution and interaction of training systems, professional development of public administration personnel, scientific research in the field of public administration, which have traveled an edifying transitory route, reaching their thirtieth anniversary.

    During the post-communist transition period, the formation of civil society institutions was a key clause for the transition to democracy. The civil society institutions have manifested themselves as an important partner in collective leadership, depending on specific development conditions, the population’s civic culture and the degree of tolerance of the established power. This process has been long and difficult, being influenced in particular by three factors that have discouraged the potential of the associative sector: the disagreements between civil society, the private sector and the state; the lack of a morality of public life that makes possible and effective civic control of the political power, and also the exaggerated power of the public sector in relation to the private and associative sector.

    PREMISELE CONSTITUIRII SOCIETĂŢII CIVILE ÎN REPUBLICA MOLDOVA

    În perioada regimului totalitar-comunist din URSS statul a încălcat suveranitatea poporului, iar timpul ce a urmat după prăbuşirea regimului comunist a fost marcat de schimbări esenţiale în statutul individului și al societăţii moldovenești în general. În același timp, a fost necesară crearea unor structuri neformale, autonome și independente care să apere drept urile cetățenilor și să le ofere mai multe libertăți de luare a deciziilor în treburile publice locale. În acest context, constituirea societăţii civile a fost posibilă nu doar prin unirea eforturilor tuturor actorilor nestatali, dar și prin creşterea potenţialului cetăţenilor în comunitate. Problema societăţii civile a început să fie discutată activ în țara noastră, mai ales odată cu recunoaşterea Republicii Moldova în calitate de subiect de drept internaţional. Iar premisele constituirii societăţii civile au fost strâns corelate de situaţia social-politică, dezvoltarea economică, crearea cadrului legislativ şi de percepţia cetăţeanului privind democratizarea ţării. Toate aceste aspecte vor fi examinate în acest articol.

    IMPACTUL MENTALITĂȚII ASUPRA CALITĂŢII DEMOCRAŢIEI ÎN SOCIETĂŢILE DE TRANZIŢIE A FEDERAȚIEI RUSE, UCRAINEI ȘI REPUBLICII MOLDOVA

    In this article are examined actual meanings of transition, the quality of democracy and mentality.The authors strongly emphasize the complexity of these phenomena, the correlations between them in the current conditions of the Russian Federation , Ukraine and Moldova. This study includes specific aspects of the common mentality in those countries, related to the common historical past of the Tsarist Empire and the Soviet Union. Namely, the legacy of authoritarian and totalitarian mentality common historical past influences today’s low quality of democracy, democratization of political life problems. The quality of democracy in these three countries depends directly on the local and current mentality, culture and mentality of political fragmentation phase transition. In this context the authors examine the paradoxes mentality and democracy in that country.
