    This article assesses to what extent the analysis of social mechanisms as conceptual elements provides an improved theoretical understanding of organizational reform processes in the public sector. The main questions can be formulated as follows: are social construct mechanisms for a certain form of theoretical understanding of the processes of reform of the public sector, and, complementary to other theories used to study such processes. The article, first of all, addresses defining issues, then appeals to the review of the scientific literature on the analysis of social mechanisms for the study of public sector reform processes. Then the adequacy of the analysis of social mechanisms is assessed, and the use of this approach was examined through contrasting explanations based on social mechanisms and institutionalist accounts of public sector reforms.

    This article examines the challenges of good governance in the context of its inclusion in the 2030 Sustainable Development Agenda through SDG 16. In essence, good governance is related to the political and institutional processes and results necessary to achieve development goals. The true test of good governance is the extent to which it fulfills its human rights promises: civil, cultural, economic, political and social rights. The key question is whether governing institutions effectively guarantee the right to health, adequate housing, sufficient food, quality education, fair justice and personal security.
