Item CONTRIBUȚIA UNIUNII EUROPENE LA PACEA ȘI SECURITATEA GLOBALĂ(CEP USM, 2024) Beniuc, LilianaThe article analyzes the European Union's contribution to maintaining peace and security in Europe and globally, based on the applicable normative acts, such as the Treaty on European Union, the Lisbon Treaty, the EU Global Strategy for Foreign and Security Policy, and the EU Strategic Compass. To characterize the EU's role as an international actor, the Union's relations with the UN, NATO, and partner states, including the EU's defense capabilities, were outlined. Vulnerabilities and threats to global peace and security were described during the Covid-19 pandemic and the military invasion of Ukraine by Russia. Given that sanctions are among the primary instruments of the EU's common foreign and security policy, the variety and context of their adoption were analyzed. The capacity for conflict prevention, peace promotion, and international security consolidation was examined through the description of objectives and budgets of the European Defense Fund and the European Peace Instrument. The circumstances created by Russia's military invasion of Ukraine necessitated highlighting traditional and hybrid threats to the EU's peace and security, including at the global level. The role of the EU in defending the peace and security of the Republic of Moldova was reflected in the description of the European Peace Instrument.Item IDENTIFICĂRI CONCEPTUAL – TEORETICE ALE CORELAȚIEI ,,MIGRAȚIE ILEGALĂ-AMENINȚARE-SECURITATE”(2022) Cebotari, Svetlana; Buzev, AnatoliFenomenul migraţiei a devenit una din trăsăturile de bază ale globalizării, una din oportunitățile majore ale dezvoltării și coeziunei sociale. Actualmente, fenomenul migrației ilegale devine un subiect prezent tot mai mult în discursurile politicienilor, dar devine și un subiect prezent pe masa de lucru a reprezentanților comunității academice. Migrația, în special migrația ilegală a populației devine o amenințare la adresa securității statelor, dar și la adresa securității internaționale. Prezentul articol are drept obiectiv reliefarea corelației existente între conceptele de ,,migrație ilegală-amenințare-securitate”. De asemenea, în articol sunt scoase în relevanță unele abordări cu referire la aceste fenomene, argumentația fiind axată pe încercarea de a evidenția principalele caracteristici de manifestare ale acestora. Deși acești termeni au co- notații diferite, între aceștia există o relație de complementaritate. Migrația ilegală este con- siderată a fi drept o amenințare directă la adresa securității statului, inclusiv și la adresa securității internaționale. Astfel, putem menționa faptul că migrația ilegală are un impact direct asupra securității statului/lor. Migrația ilegală este o amenințare directă la adresa securității fiecărui stat, cât și la adresa securității internaționale.Item INFLUENŢA STRUCTURILOR SECURITĂŢII INTERNAŢIONALE CONTEMPORANE ASUPRA STATELOR POSTSOVIETICE CU O CAPACITATE GEOPOLITICĂ MODESTĂ(CEP USM, 2016) Mija, ValeriuNational states with a geopolitical modest capacity are more capable to strategically adapt to international security environment than to shape or to influence it. Respectively, prospects of such states, such as the Republic of Moldova, will depend on the evolution of contemporary security environment as well as on ability to promote policies of strategic adaptation. International security environment assessment demonstrates that historical key transformations and new challenges contribute to the formation of a particular international world order with an international regime, which is a foundation of the structure of the international system. The latter, directly or indirectly, influence European and post-Soviet states. The Analysis of modern international security through the main paradigms of international relations theory determines that current European security system structure has international neoliberal regime as its foundation, which respectively influence over European small states. Meantime, the regional situation around the Republic of Moldova and Ukraine are sensitive because two different international systemic structures - EU / NATO and the CIS - have geopolitical border zone around both countries. The prospects of small states positioned within the EU systemic structure will be much similar due to international neoliberal regime’s influence on states’ foreign policy. The EU with its principles, norms, rules and decision-making procedures of solidarity eventually remodels European national identities and foreign policies toward collective and solidary ones. Correspondingly, foreign and security policies of most European states will be influenced by the effects of international neoliberal structure, if international status quo continues. Prospects of some former Soviet states in the contemporary international security environment can be more precisely assessed by comparing with the experience of some European states during bipolarity.Item THE ROLE OF UNITED NATIONS IN ENSURING INTERNATIONAL SECURITY AT THE PRESENT STAGE(CEP USM, 2021) Gureanu, AnaThe scientific article is devoted to the study of the efficiency of United Nations security mechanisms in ensuring international security at the present stage. This subject is examined through the analysis of the main United Nations security mechanisms, such as: the activity of Security Council, United Nations peacekeeping activity, fight against terrorism, disarmament and COVID-19 mechanisms, applied by United Nations in its activity at the present stage.Item UNELE CONSIDERAŢIUNI PRIVIND NOUA ARHITECTURĂ GEOPOLITICĂ(Academia de Administrare Publică, 2020) Cebotari, SvetlanaCurrently, the international relations are characterized by the shift from a unipolar world to a multipolar world. In the international arena there are new geopolitical actors, such as BRICS (Brazil, Russia, India, China and South Africa), actors who have powerful positions in the in - ternational arena. LAC (Latin America and the Caribbean) - a region rich in natural resources, but it is characterized by problems such as poverty, political fragmentation. Studying the new geopolitical architecture present on the international arena is of interest for the entire scientific community. This article aims to analyze the main factors which determine the creation of new geopolitical architecture of international relations.Item IDENTIFICĂRI CONCEPTUAL - TEORETICE ALE RELAȚIEI „SECURITATE INTERNAȚIONALĂ - CRIZĂ ”(2019) Cebotari, Svetlana; Plop, Sergiu; Rusnac, GheorgheThe presence of a high degree of instability and unpredictability conditioned by the emergence of asymmetric risks and threats, redefining the relations between the great powers and increasing the freedom of action of regional, state or non- state actors. The present events on the international arena caused changes in the security environment in: instability, diversification, modernization, uncertainty, special mobility, the high rate of change as well as current trends of influence of the geopolitical actors-power centers on the security’s architecture at global and regional level. Thus, this article subjects the analysis the correlation between the international security phenomenon and the crisis.
