    Valorificarea factorilor rezilienței societale în procesul de adoptare a strategiilor și programelor în Republica Moldova

    The basic objectives of the research consisted in: a) making a synthesis of the publications dedicated to societal resilience and, in particular, to its determining factors; b) diagnosing the orientation towards related fac-tors in the process of developing strategies and programs to increase societal resilience in the Republic of Moldova. In order to achieve the predetermined objectives, the following research methods were applied: bibliographic study, analysis, synthesis, opinion poll, generalization. As a result of the research, an average level of capitalization on the societal resilience factors was found in the process of developing strategies and programs in the Republic of Moldova, which indicates an average effectiveness of the strategies and programs adopted to increase the societal resilience. Thus, we deduce the need for measures aimed at the detailed diagnosis of each societal resilience factor through the prism of its constituent elements; orientation towards the full utilization of societal resilience factors at each phase of the strategic decision-making process; the periodic evaluation of public opinion regarding the quality of the adoption of strategies and programs to increase societal resilience in order to carry out operative procedural interventions and, in this way, to increase the impact of the adopted strategies and programs.

    CONSTITUIREA STRUCTURILOR PENTRU PROMOVAREA POLITICII EXTERNE ÎN MOLDOVA ȘI ACTIVITATEA DIPLOMAȚILOR MOLDOVENI

    This analysis is devoted to the investigation, based on the documentary and bibliographical sources of the contribution of Moldovan diplomats from the modern period (in particular Nicolae Milescu Spataru, Antioh Cantemir, Al. Scarlat Sturza, Petru Comendant, etc.) to the process of regulating inter-state relations between different states. Through their prodigious work these diplomats from Moldova became known in various countries in Europe and Asia. In this article are analysed some aspects of the complex process of international conflicts origins in South-East Europe in correlation with the history of the Moldova medieval state foundation and its international affirmation. There are also the genesis and the historic evolution of interstatal conflicts of the carapto-ponto-danubian region in time and space, as well as the practices of conflictual situation settlement in this region.

    În contextul actual al confruntărilor geopolitice, dezinformarea și propaganda au devenit instrumente esențiale pentru influențarea opiniei publice și subminarea stabilității în țările vizate. Republica Moldova este un exemplu unde aceste tactici sunt utilizate intensiv. În acest studiu de caz ne propunem să examinăm narativele propagandiste care sunt diseminate in spațiul informațional autohton și modul în care Republica Moldova își consolidează reziliența informațională pentru a contracara aceste fenomene și pentru a menține ordinea și stabilitatea în țară.

    DIALOGUL REPUBLICA MOLDOVA-UNIUNEA EUROPEANĂ ÎN CONTEXTUL RĂZBOIULUI RUSO-UCRAINEAN: REALITĂȚI ȘI PERSPECTIVE

    The events in the region, resulting in the military aggression of the Russian Federation on Ukraine on February 24, 2022, accelerated the dynamics of relations between the Republic of Moldova and the European Union. Currently, Moldovan-European relations are conditioned by the events in Ukraine, which oriented the foreign policy vector of the Republic of Moldova towards the EU. The submission of the EU accession application by the Republic of Moldova and obtaining the status of a candidate country for EU integration speaks to the state’s desire to align itself with the processes of the European integration space. The objective of this article is to highlight the conditions under which the Republic of Moldova obtained the status of a candidate country for the EU, as well as the conditions imposed by the EU regarding the resilience of the Republic of Moldova to European standards.

    IMPORTANȚA ACORDULUI DE ASOCIERE RM-UE ASUPRA EFICIENȚEI GUVERNĂRII ÎN REPUBLICA MOLDOVA

    În contextul situațiilor actuale fără de precedent, bunăstarea socială a cetățenilor Republicii Moldova este una din prioritățile de bază pe agenta politică și este într-o legătură directă cu procesele modernizării și democratizării societății. Calitatea guvernării ca problemă de eficacitate a puterii politice este una complexă şi extrem de importantă pentru destinul cetăţenilor şi al societăţii în ansamblu. În contextul existenţei mai multor probleme legate de promovarea reformelor democratice profunde şi de reactualizarea unor provocări interne şi externe la adresa statului, factorii decizionali sunt obligaţi să instituţionalizeze mecanismele şi structurile adecvate de articulare şi agregare a intereselor tuturor cetăţenilor. Acordului de Asociere RM-UE prin prevederile sale, sprijină și amplifică dezvoltarea democrației participative în Republica Moldova. Recunoaşterea importanţei unor abordări democratice a procesului de dezvoltare umană şi socială, a bunei guvernări este un ideal greu de atins în totalitate, cu toate acestea, eforturile depuse în acest scop, vizează stabilitatea dinamică a sistemului politic, dezvoltarea și securitatea umană.

    În articol se cercetează Parteneriatul Estic şi perspectiva europeană a Republicii Moldova. Se analizează deciziile Summitelor Parteneriatului Estic şi importanţa acestora pentru apropierea Republicii Moldova de Uniunea Europeană. Sunt puse în vizor importanţa relaţiilor bilaterale dintre Uniunea Europeană şi ţările Parteneriatului Estic. De asemenea, se cercetează formatul Trio Asociat între Georgia, Moldova şi Ucraina şi rolul acestuia în cooperarea dintre cele trei state.

    CADRUL POLITICO-JURIDIC AL REPUBLICII MOLDOVA PRIVIND DIGITALIZAREA SERVICIIILOR PUBLICE

    Angajamentul Moldovei față de transformarea digitală a devenit din ce în ce mai clar și s-a accelerat atât la nivel de politică, cât și la nivel de implementare. În contextul războiului din Ucraina, sprijinirea și consolidarea elementelor sistemului digital al țării, cum ar fi securitatea cibernetică a infrastructurii critice, alfabetizarea media a cetățenilor și mediul favorabil pentru afacerile IT devin un imperativ al timpului. Alfabetizarea digitală este o prioritate clară a politicii Republicii Moldova. În scopul securizării serviciilor, dar și în scopul de a se armoniza la cerințele și standartele Uniunii Europene (UE), Guvernul a aplicat măsuri de implementare a unor politici și strategii privind digitalizarea serviciilor. Acest lucru a fost condiționat de prezența unui sistem de securitate cibernetică fragmentat, a unui număr redus de cadre în domeniul securității cibernetice, dar și din cauza capacității tehnice guvernamentale slabe. Prezentul articol scoate în relievanță principalele acțiuni întreprinse de către conducerea țăriii în scopul digitalizăriii serviciilor publice. De asemenea, prezentul articol scoate în evidență lacunile cu care se confruntă Republica Moldova în contextul digitalizăriii serviciilor publice.

    SOFT POWER OF IMAGE POLICY OF THE UK AND GERMANY: LESSONS FORTHE REPUBLIC OF MOLDOVA

    In the article, the author comprehensively analyzes the soft power of image policy. Studying the problems and the mechanisms of realization of "soft power" of the modern states in their foreign policies, which are aimed to create an attractive image of the country we should start with the achievements of the Europeans. The Europe invests a lot in the soft power and public diplomacy. The Europeans have a lot of experience in its implementation and invest more than anyone else, which is especially prominent regarding the international cultural relations. The UK, France and Germany become the true suitors of the idea of increasing the role of "soft power" in world politics. This article will consider the experience of the UK and Germany in promoting the soft power image policyof the state. The desire to integrate the Republic of Moldova in the European Union should not be formed only on the basis of economic cooperation with the EU countries, but also on the construction of a single socio-political and cultural foundation. Thus, the concept of soft power and its functional dimension (the study of the role of the constituent elements of soft power: culture, religion, education and science, participation in international non-governmental organizations, etc.) should be a central element in cooperation with the EU member states aimed to promote an attractive image of the Republic of Moldova.

    EUROPEAN INTEGRATION OF THE REPUBLIC OF MOLDOVA AT PRESENT TIME: REALITIES AND TENDENCIES

    The article presents an analysis of the role of the European integration process of the Republic of Moldova at current stage and it was supported by the Marie Curie International Research Staff Exchange Scheme Fellowship within the 7th European Community Framework Programme. The European integration of the Republic of Moldova is a complex process and it was supposed to some difficulties due to the political and economic instability that country experience. Thus, the author highlights the main priorities that should be undertaken to advance the European integration of the country: 1) implementation of Association Agreement; 2) carrying out of reforms; 3) Transnistrian conflict resolution; 4) consolidation of the civic society role in the process of European integration; 5) assurance of social cohesion and promotion of information campaign for the population.

    RELAŢIILE REPUBLICA MOLDOVA-UNIUNEA EUROPEANĂ POST VILNUS 2013

    During the last seven years since the signing of the Association Agreement in Vilnius 2013, the relations between the Republic of Moldova and the European Union have been sinusoidal. However, the greatest achievements in the Moldovan-European dialogue of this period remain the signing of the Association Agreement and the Agreement on the liberalization of the visa regime. This article will analyze the developments that have taken place in the relations of the Republic of Moldova with the EU since the post-Vilnius period.
