The realities of the transition period initiation in the field of state building, after gaining
of the Independence of the Republic of Moldova, has determined the need for public administration reform. This reformation was conditioned by the transformative processes in the production way, in the property system, in organization of the social sphere, in reevaluation of the role and professional potential of human resources in public administration. This study elucidates the process of establishment, evolution and interaction of training systems, professional development of public administration personnel, scientific research in the field of public administration, which have traveled an edifying transitory route, reaching their thirtieth anniversary.
