This status entails specific rights and duties. On the one hand, the neutral State has the right to stand apart from and not be adversely affected by the conflict. On the other hand, it has a duty of non-participation and impartiality. The behavior of a state is permanently related to the security of the state, and neutrality is a mechanism to ensure the security of a state. For some states, neutrality is the greatest guarantee for their own security, because through neutrality, security guarantees can be obtained.
