Starting from the principles of the public administration, the article approaches the
particularities of symmetrical and asymmetrical structures of public administration and
ways to make the activity of public authorities more efficient. The authors refer to the
distribution of responsibilities between different levels of public administration and the
decision-making process, but also to the degree of autonomy in the management of public
affairs granted to different authorities.
