The problem of compliance with ethical standards of behaviour by civil servants remains one of the key theoretical and practical challenges for the science of public administration. The need for a new paradigm is put forward that defines the nature of the behaviour of a civil servant from law-abiding to a sense of moral duty and social responsibility.
