Item DIALOGUL REPUBLICA MOLDOVA-UNIUNEA EUROPEANĂ ÎN CONTEXTUL RĂZBOIULUI RUSO-UCRAINEAN: REALITĂȚI ȘI PERSPECTIVE(CEP USM, 2024) Cebotari, SvetlanaThe events in the region, resulting in the military aggression of the Russian Federation on Ukraine on February 24, 2022, accelerated the dynamics of relations between the Republic of Moldova and the European Union. Currently, Moldovan-European relations are conditioned by the events in Ukraine, which oriented the foreign policy vector of the Republic of Moldova towards the EU. The submission of the EU accession application by the Republic of Moldova and obtaining the status of a candidate country for EU integration speaks to the state’s desire to align itself with the processes of the European integration space. The objective of this article is to highlight the conditions under which the Republic of Moldova obtained the status of a candidate country for the EU, as well as the conditions imposed by the EU regarding the resilience of the Republic of Moldova to European standards.Item CADRUL POLITICO-JURIDIC AL REPUBLICII MOLDOVA PRIVIND DIGITALIZAREA SERVICIIILOR PUBLICE(CEP USM, 2023) Lungu, Tatiana; Cebotari, SvetlanaAngajamentul Moldovei față de transformarea digitală a devenit din ce în ce mai clar și s-a accelerat atât la nivel de politică, cât și la nivel de implementare. În contextul războiului din Ucraina, sprijinirea și consolidarea elementelor sistemului digital al țării, cum ar fi securitatea cibernetică a infrastructurii critice, alfabetizarea media a cetățenilor și mediul favorabil pentru afacerile IT devin un imperativ al timpului. Alfabetizarea digitală este o prioritate clară a politicii Republicii Moldova. În scopul securizării serviciilor, dar și în scopul de a se armoniza la cerințele și standartele Uniunii Europene (UE), Guvernul a aplicat măsuri de implementare a unor politici și strategii privind digitalizarea serviciilor. Acest lucru a fost condiționat de prezența unui sistem de securitate cibernetică fragmentat, a unui număr redus de cadre în domeniul securității cibernetice, dar și din cauza capacității tehnice guvernamentale slabe. Prezentul articol scoate în relievanță principalele acțiuni întreprinse de către conducerea țăriii în scopul digitalizăriii serviciilor publice. Romania was the first state to recognize the independent Republic of Moldova. In the context of the analysis of the Moldovan-Romanian relations, this article is focused on the research of the specifics of the collaboration of the Republic of Moldova with Romania on the economic dimension. Recunoaşterea şi afirmarea Republicii Moldova ca stat, integrarea sa în circuitul internaţional în calitate de actor cu drepturi depline este rezultatul unor eforturi reale pe plan extern ale ţării noastre. În contextul analizei relațiilor moldofranceze, este de menționat faptul că fundamentul raporturilor interstatale este constituit din baza normativă a colaborării dintre state care cuprinde documentele relevante privind domeniile de cooperare şi totalitatea clauzelor care reglementează principiile colaborării, instrumentele instituționale, prevederile de fond, angajamentele reciproce, garanțiile orientate spre dezvoltarea colaborării.Item ZONA ESTICĂ A REPUBLICII MOLDOVA ÎN CONTEXTUL INTERESELOR FEDERAȚIEI RUSE(CEP USM, 2020) Cebotari, SvetlanaDezintegrarea URSS a generat pentru Federația Rusă o situaţie geopolitică şi geostrategică nouă. Rusia aspiră la redobândirea statutului de altădată, a celui de supraputere. Extinderile succesive ale NATO şi UE spre Est au scos în relevanţă inconsistenţa politicii ruseşti. Îmbrăţişarea vectorului euroatlantic de către Georgia şi Ucraina sau a celui european de către Republica Moldova au relevat că interesele Rusiei derivă din principalele obiective (neoficiale) ale intereselor geostrategice și ale politicii externe – de a menţine controlul asupra fostelor republici sovietice. The illegal migration often resulted in the human being traffic, army and drugs traffic. The internal and external migration provoked the specific phenomenon for the Republic of Moldova in the last years and this fact result ed in the demographic, social, cultural and economic consequences. The migration process analyzed in the illegal light can be characterized through many factors such as: illegal crossing of the borders through different waves and methods, illegal staying in the country, illegal working abroad... This article analyzes the illegal migration as the main threat to the Republic of Moldova security. At the same time the author of this article points the importance of the main factors that are contributed to the illegal migration.
