In a continuously changing regional and global context, these challenges represent not only concrete threats but also factors that can substantially influence the perception of security at both individual and collective levels. In this chapter, the author aims to analyze and closely examine these security challenges within the specific context of the Republic of Moldova and assess their impact on the perception of security among the population. The exploration covers various dimensions of these challenges, ranging from military and geopolitical threats to cyber, economic, and social risks, providing a comprehensive perspective on the complexity and seriousness of this phenomenon.Item THE IDENTITY APPROACH TO SOCIAL COHESION AS AN ESSENTIAL COMPONENT OF NATIONAL INTEREST(CEP USM, 2024) Bevziuc, Victoria; Vintilă, PavelNational interest is the direction of domestic and foreign policies of a state. It is measured by the level of security and well-being of the state and its citizens, and in democratic states, it is indicated by the requirements of all stakeholders of national interest. The formation of a national interest follows the following scheme: Interest > Necessity > Awareness > Action. At present, the Republic of Moldova is between the necessity and awareness of national interest, as society is highly divided and there is no primary national interest with a general consensus. Even statehood or sovereignty are not a national interest with absolute support. Încredințam educația copiilor noștri pedagogilor, propria noastră sănătate medicilor și chiar weekend-urile noastre canalului meteo. Motivul pentru aceasta este că deseori nu suntem capabili să facem aceste sarcini sau să obținem singuri cunoștințele relevante. Din aceleași motive încredințăm politicienilor o parte semnifcativă din viitorul nostru prin alegeri democratice. Sistemul democrației reprezentative este construit pe această interacțiune ca o metodă strict defnită de a alege indivizi care pot conduce de către cei care nu sunt capabili să se conducă ei înșiși. Prin urmare, natura reprezentării politice este de a îmbina aspectele democratice și nedemocratice în procesul decizional. Democrațiile reprezentative au o difcultate de bază – potrivirea nesatisfăcătoare între aspectele democratice competitive și representative.Item THE CHALLENGES OF DEMOGRAPHIC SITUATION OF THE RUSSIAN FEDERATION IN THE CONTEXT OF THE MIGRATION PROCESSES(CEP USM, 2018) Andrieș, Vasile; Bevziuc, VictoriaThis article seeks to realize a research of the Russian Federation demo- graphic situation by its tendencies to harmonize the migration processes. The Russian Federation is a diverse, multiethnic society that has been confronted with a lot of problems regarding the demographic situation. According to the internal and external data the Russian Federation has the lack of labor work- ing persons due to the decreasing number at the population level. To assure the positive result it's important to improve the implication of the both parts: one side, the main goal of demographic politics of state needs to be the protection of identity of that segment of the population and an equilibrate naturalization by accommodation in the community States; other side, the migration proc- esses to be in accordance with the internal conditions of the democratic States.Item REFLECTIONS ON THE MEDIATION AND NEGOTIATION PROCESS IN THE CASE OF FROZEN CONFLICTS IN EASTERN EUROPE(Editura Pontos, 2022-03-04) Bevziuc, VictoriaReflections on the mediating process upon the frozen conflicts, in principle, has led to the idea regarding the confrontation with Russia which, after the collapse of the Soviet Union, felt largely excluded from European issues, although its role in Europe’s political and economic life remains particularly important. Geopolitical clashes at the strategic level over the 20-21st centuries have created a situation of profound mistrust between Russia and the US, Russia and NATO, Russia and the EU and new lines of rift between the European integration areas. At the macro level, we can talk about some fundamental consequences for the issue of regional security. In fact, the mediating process can be rushed up by the governments of each state. Nonetheless, these studies don't cover the whole subject and mostly pay attention to the economic and financial domains giving a lot less credit to the social and cultural components. In this study, our primary goal is to highlight the degree to which the phenomenon of globalization tends to alter the culture and cultural identity of existing societies. The general purpose of this research is to establish the level of activism among young people in the Republic of Moldova, identify the challenges that affect active citizenship and develop solutions to stimulate the civic activism of young people and encourage participatory democracy at the local level. Thus, the approach for active citizenship in this study starts from the finding of some premises that refer to: the analysis of the situation in the Republic of Moldova regarding the development and promotion of the concept of active citizenship, the identification of policy mechanisms and the actors involved, both at the level of public institutions and and at the private and non-governmental level.Item SISTEMELE ELCTORALE ȘI REPREZENTAREA MINORITĂȚILOR NAȚIONALE ÎN AREALUL EUROPEI DE EST(CEP USM, 2017) Bevziuc, VictoriaThe political integration of ethnic minorities is one of the most challenging tasks facing the countries of post-communist Europe. The roads to political representation in the mainstream political process are numerous and diverse. The results of the analysis support the paper’s argument that electoral arrangements are important but no key to achieving meaningful political representation. Electoral arrangements thus seem to matter, but to mostly do so in situations where other factors of political mobilization seem to make representation uncertain. The effect of electoral arrangements on the success of ethnic parties is clearly mitigated by the size and dynamics of the minority they represent. However, there seems to be some link between the presence of ethnic parties in the political system and the level of political participation of the ethnic minority. Both Lijphart and Norris point out the importance of proportional representation for that aim, as this electoral system allows the representation of all social groups. Or, in the other words: “Majority rule is dangerous in divided societies, because minorities that are continually denied access to political power will feel excluded and discriminated against by the regime”. Undoubtedly, electoral rules have an important effect on ethnic minority representation.
