The article, based on extensive empirical material and thorough sociological research,
analyzes the consolidation of Ukrainian society and challenges to public administration in
the conditions of a full-scale war. The factors of the consolidation of society are determined.
Emphasis is placed on the stability of Ukrainians, the presence of a political leader, and the
functioning of authorities in wartime conditions.
