Arealuri de securitate europeană în contextul cooperării regionale

The article presents a comprehensive analysis of the approach to bilateral and multilateral coopera-tion in the security sector after the most recent events in the region. The way the European Union responded to the war in Ukraine on February 24, 2022 confirmed its existence as an intentional security actor. By passing ten packages of sanctions against Russia, hosting more than 4 million Ukrainian refugees and associated humanitarian aid, funding the delivery of arms to Ukraine by its member states, and responding to the energy crisis, the European Union has played its part in the Western response to the war in Europe. Regional coop-eration, after the systemic transformation in Central Europe and 20 years after most of the countries in the region joined the European Union, has become one of the most important tools for them to lead international politics. It plays a subsidiary role in the pursuit of national interests to these countries' membership in the EU and NATO, which these countries consider, along with bilateral alliances with the United States, to be the cornerstones of their own security policies. From the perspective of the Republic of Moldova, accelerating the implementation of reforms, developing and strengthening institutional capacities, as well as capitalizing on partnerships and other regional cooperation instruments are essential to advance in the process of joining the European Union.

In this paper, we aim to draw attention to two aspects in order to review the work of a scientist-philosopher, who worked in the Academy of Sciences of Moldova, and to acknowledge the continuous effort of the scientific environment to build scientific foundations, and to offer explanatory frameworks to the less experienced and to guide them in scientific research. Firstly, we aim to revive the collective memory with the name of a scholar (Nicolae Mihai) who has remained in the shadow of history and time, and secondly, to deal with aspects present in the area of scientific interest of this author, which placed in the context of current trends have by no means lost their value or relevance.
Formarea și consolidarea suportului juridico-legal de funcționare a Uniunii Europene [Articol]

În 1951 a fost semnat tratatul de la Paris, al cărui scop a urmărit ca şase țări care fuseseră anterior în război să colaboreze pentru atingerea unor țeluri comune. Tratatele ulterioare au ajuns la un acord cu privire la noi domenii de cooperare sau au fost menite să îmbunătățească funcționarea instituțiilor UE, pe măsură ce numărul țărilor membre ale UE a crescut de la 6 la 27. De exemplu, politica agricolă a fost introdusă prin Tratatul de înființare a Comunității Economice Europene, iar Tratatul de la Nisa a reformat structura instituțională a UE. Atunci când urmează să se elaboreze un nou tratat sau să se aducă modificări unui tratat în vigoare, se convoacă o Conferință interguvernamentală, în cadrul căreia se reunesc guvernele statelor membre. Parlamentul este consultat şi îşi dă avizul asupra tratatului, pe măsură ce acesta prinde contur şi este elaborat.

Extinderea Uniunii Europene a dominat constant politica europeană, cel mai important aspect fiind cel al aplicării principiului potrivit căruia toate statele candidate pornesc de pe aceiaşi linie de plecare şi în aceleaşi condiţii de egalitate. Dar este bine cunoscut că relaţiile economice şi politice ale acestor ţări sunt diferite, de aceea, Uniunea Europeană se confruntă cu dificultăţi instituţionale, politice şi financiare. Acesta constituie motivul pentru care ţările candidate depun eforturi enorme pentru integrarea lor în spaţiul comunitar,dar şi autorităţile europene înţeleg că trebuie să facă faţă unor provocări fără precedent cum ar fi: o piaţă extinsă pentru consumatori, migraţia forţei de muncă, armonizarea discrepanţelor în domenii foarte sensibile precum agricultura, mediul, concurenţa, afacerile interne, justiţia sau reforma industrială, domenii care formează obiectul politicilor comunitare. În acelaşi timp, satele candidate au reuşit să realizeze momentul aderării în funcţie de îndeplinirea criteriilor politice şi economice, de transpunerea aquis-ului comunitar în legislaţiile naţionale şi aplicarea efectivă a acestuia.
INSTRUMENTE DE SECURITATE APLICABILE SOLUȚIONĂRII CONFLICTULUI TRANSNISTREAN: EVOLUȚIE ȘI TRANSFORMARE

The Republic of Moldova as an independent state was formed as a result of a dramatic event in the twentieth century - the dismemberment of the Soviet Union, which existed only 70 years due to the functionality of several factors, one consisting of the violent nature of the totalitarian political regime. The Soviet Union being a multiethnic state, it incorporated in its composition several peoples and ethnic groups, which suffered many misfortunes, with millions of victims, and experienced a complex decline, political, socio-economic and cultural. The collapse of the Soviet state generated armed conflicts, provoked by the union center, one of which is the conflict in the eastern districts of the Republic of Moldova, called Transnistrian and characterized by armed confrontations during the active period of March-July 1992. The main goal of the Russian Federation is to -keep the political and geopolitical influence in this area, called post-Soviet, of Europe, taking over and developing the imperialist expansionist tendencies.
