Formarea, extinderea și consolidarea spaţiului comunitar european (1957-2013) [Articol]

Abstract

Extinderea Uniunii Europene a dominat constant politica europeană, cel mai important aspect fiind cel al aplicării principiului potrivit căruia toate statele candidate pornesc de pe aceiaşi linie de plecare şi în aceleaşi condiţii de egalitate. Dar este bine cunoscut că relaţiile economice şi politice ale acestor ţări sunt diferite, de aceea, Uniunea Europeană se confruntă cu dificultăţi instituţionale, politice şi financiare. Acesta constituie motivul pentru care ţările candidate depun eforturi enorme pentru integrarea lor în spaţiul comunitar,dar şi autorităţile europene înţeleg că trebuie să facă faţă unor provocări fără precedent cum ar fi: o piaţă extinsă pentru consumatori, migraţia forţei de muncă, armonizarea discrepanţelor în domenii foarte sensibile precum agricultura, mediul, concurenţa, afacerile interne, justiţia sau reforma industrială, domenii care formează obiectul politicilor comunitare. În acelaşi timp, satele candidate au reuşit să realizeze momentul aderării în funcţie de îndeplinirea criteriilor politice şi economice, de transpunerea aquis-ului comunitar în legislaţiile naţionale şi aplicarea efectivă a acestuia. The enlargement of the European Union has constantly dominated European policy, the most important aspect being the application of the principle according to which all candidate countries start from the same starting point and under the same conditions of equality. But it is well known that the economic and political relations of these countries are different, therefore, the European Union is facing institutional, political and financial difficulties. This is the reason why the candidate countries are making enormous efforts for their integration into the community space, but also the European authorities understand that they have to face unprecedented challenges such as: an expanded consumer market, labor migration, harmonization of discrepancies in very sensitive areas such as agriculture, the environment, competition, home affairs, justice or industrial reform, areas that form the object of community policies. At the same time, the candidate countries have managed to achieve the moment of accession depending on the fulfillment of the political and economic criteria, the transposition of the community acquis into national legislation and its effective application.
