Respectarea drepturilor străinilor: relații de cooperare RM-UE

Abstract

In the field of legal regulations, human rights on the background of universal realities become rights of citizens on the plane of internal realities. In this regard, every person has rights and freedoms inherent to the human being (social, economic, civil, cultural and political) in the state of which he is a citizen. Foreign citizens and stateless persons have the same rights and duties as citizens of the Republic of Moldova, with the exceptions established by law. The article in question concerns the rights of foreigners on the territory of the Republic of Moldova in the context of the intention of the Republic of Moldova to join the EU. All citizens of the Republic of Moldova are equal before the law and public authorities, regardless of race, nationality, ethnic origin, language, religion, sex, opinion, political affiliation, wealth or social origin. Their legal status is established by the legislation in force and the international agreements to which the Republic of Moldova is a party, respectively, benefiting from rights and freedoms without harming the state's interests, rights and interests legitimate rights of citizens of the Republic of Moldova and other persons.

În domeniul reglementărilor juridice, drepturile omului pe fundalul realităţilor universale devin drepturi ale cetăţenilor pe plan al realităţilor interne. În acest sens,orice persoană dispune de drepturi şi libertăţi inerente fiinţei umane (sociale, economice, civile, culturale şi politice) în statul ai cărui cetăţean este Cetăţenii străini şi apatrizii au aceleaşi drepturi şi îndatoriri ca şi cetăţenii Republicii Moldova, cu excepţiile stabilite de lege. Articolul în cauză vizează drepturile străinilor pe teriroriul Republicii Moldova în contextul intenției de aderare a RM la UE. Toţi cetăţenii Republicii Moldova sînt egali în fata legii şi a autorităţilor publice, fără deosebire de rasă, naţionalitate, origine etnică, limbă, religie, sex, opinie, apartenenţă politică, avere sau de origine social. Statutul juridic al acestora este stabilit de legislaţia în vigoare şi de acordurile internaţionale la care Republica Moldova este parte, respectiv, beneficiind de drepturi şi libertăţi fără a leza interesele statului, drepturile şi interesele legitime ale cetăţenilor Republicii Moldova şi ale altor persoane.
