Abstract

The relevance of the topic is conditioned by the need to reform the legisla- tion regulating the activities of central and local public administration bodies. The rapprochement of the Republic of Moldova with the European Union is possible only in the conditions of the state, in which structures with a high hierarchy are replaced by decentralized, transparent and flexible structures based on the rule of law, civil rights and freedoms. The decentralization of power and the empowerment of local public ad- ministration by real power will ensure the comprehensive development of the regions.Актуальность темы обусловлена необходимостью реформирования законодательства, регулирующего деятельность центральных и мест- ных органов публичного управления. Сближение Республики Молдова с Европейским Союзом возможно только в условиях государства, в кото- ром структуры с высокой иерархией заменены на децентрализованные, прозрачные и гибкие структуры, основанные на верховенстве закона, гражданских прав и свобод.
