Abstract
Articolul analizează acțiunile Republicii Belarus în contextul politicii europene de vecinătate, focalizându-se pe relațiile acesteia cu Uniunea Europeană. Autorul utilizează metodele unui analiză meticuloasă a literaturii de specialitate pentru a susține argumentele. Uniunea Europeană își construiește relațiile cu vecinii săi apropiați în cadrul Politicii Europene de Vecinătate (PEV). Scopul acestei politici este consolidarea relațiilor dintre UE și țările vecine, pentru a crea o zonă sigură și prosperă, denumită „inelul țărilor prietenoase”, la frontierele Uniunii Europene. PEV a fost lansată în 2004 și cuprinde 16 state, împărțite în 10 state sudice și 6 state estice. UE se angajează să sprijine mai intens țările care implementează sau aspiră la reforme democratice, sociale și economice. Articolul subliniază existența principiului diferențierii, care permite UE să dezvolte relații unice cu fiecare dintre statele partenere, adaptându-se la situația specifică a fiecăreia. Se evidențiază patru domenii principale ale noii politici: guvernare adecvată, democrație, stat de drept și drepturile omului; dezvoltare economică durabilă; securitate; migrație și mobilitate. Autorul remarcă eforturile UE de a oferi sprijin financiar statelor partenere prin Instrumentul European de Vecinătate, cu un buget de 15 miliarde de euro în perioada 2014-2020. În ciuda inițiativelor de colaborare, Belarus a fost exclusă din Politica Europeană de Vecinătate, pe motiv că regimul autoritar al președintelui Lukașenko nu corespunde valorilor europene. Belarus susține că a avut întotdeauna relații pașnice și de cooperare cu vecinii săi, fără a se amesteca în afacerile lor. Concluzia articolului subliniază complexitatea relațiilor dintre UE și Belarus. Pe de o parte, Belarus este deschisă la propunerile Uniunii, dar, pe de altă parte, nu este dispusă să adopte noile principii democratice pe teritoriul său.
The article analyzes the actions of the Republic of Belarus in the context of European neighborhood policy, focusing on its relations with the European Union.The author employs meticulous literature analysis methods to support the arguments. The European Union builds its relations with its closest neighbors within the framework of the European Neighborhood Policy (ENP). The aim of this policy is to strengthen the relations between the EU and neighboring countries, creating a safe and prosperous zone called the “ring of friendly countries” at the borders of the European Union. The ENP was launched in 2004 and covers 16 states, divided into 10 southern and 6 eastern states. The EU commits to providing stronger support to countries that implement or aspire to democratic, social, and economic reforms. The article emphasizes the existence of the differentiation principle, allowing the EU to develop unique relationships with each partner state, adapting to the specific situation of each. Four main areas of the new policy are highlighted: proper governance, democracy, rule of law and human rights; sustainable economic development; security; migration and mobility. The author notes the EU’s efforts to provide financial support to partner states through the European Neighborhood Instrument, with a budget of 15 billion euros for the period 2014-2020. Despite collaborative initiatives, Belarus has been excluded from the European Neighborhood Policy, on the grounds that President Lukashenko’s authoritarian regime does not align with European values. Belarus argues that it has always had peaceful and cooperative relations with its neighbors, without interfering in their affairs. The conclusion of the article emphasizes the complexity of the relationship between the EU and Belarus. On one hand, Belarus is open to the Union’s proposals, but on the other hand, it is not willing to adopt the new democratic principles within its territory.
