NOILE TEHNOLOGII DE VOT ȘI OBSERVAREA ALEGERILOR

Abstract

În articol este abordat un subiect foarte actual pentru procesele electorale din lume, precum și pentru cele din Republica Moldova. Tehnologiile de vot electronic au început să fie implementate în special în secolul XXI. În condițiile pandemiei subiectul a devenit și mai important. Pentru Republica Moldova despre mecanismul de vot prin Internet se discută în special în contextul asigurării dreptului de vot pentru cetățenii care votează peste hotare. Autorul atrage atenția atât asupra aspectelor pozitive, cât și asupra posibilelor riscuri. În special din perspectiva observării alegerilor.This article addresses an important topic for the electoral processes in the world, as well as for those in the Republic of Moldova. Electronic voting technologies started being implemented especially in the 21st century. In the conditions of the pandemic, the subject became even more important. For the Republic of Moldova, the mechanism of online voting is discussed in particular in the context of ensuring the right to vote for citizens voting abroad. The author draws attention both to the positive aspects and to the possible risks, specifically from the perspective of election observation.
