Abstract
democratic society must adhere to the ideal of openness, as both human rights and democracy can only be practiced in transparent circumstances. Transparency is a complicated phenomenon whose development has been influenced by a number of natural political, economic, social and cultural variables. It grew with the spread of democracy in the second half of the 20th century, with the adoption of the first international declarations and agreements guaranteeing human rights.
