CONSIDERAȚII PRIVIND NOȚIUNEA „ADMINISTRAȚIE PUBLICĂ” ȘI SENSURILE EI

Abstract

The objective of this article is to research the opinions of specialists in the feld of Public Law, but also the legal framework of the Republic of Moldova regarding the notion of public administration and the meanings of the notion. In this study, the following methods were used: logical, historical and comparative. The differences between public administration and private administration, public administration and state administration, public administration and executive power were specifed. Also, the two meanings of the notion of public administration were analyzed: the material-functional meaning and the formal-organic meaning. The basic conclusion of the research is that public administration as an activity has a wider content than public administration as a system of authorities.
