Abstract
Amnesty is the act of clemency that has the effect of removing criminal liability or punishment or reducing or commuting the imposed punishment. Parliament has the constitutional power to enact laws relating to amnesty. Such laws are based on criminal policy rationales. Such laws are based on criminal policy rationales. This study analyzes whether amnesty can be applied to people sentenced to life imprisonment. The starting point was the provisions of the most recent law on amnesty adopted by the Parliament of the Republic of Moldova in connection with the 30th anniversary of the proclamation of the independence of the Republic of Moldova.It is stated that the law in question provides for the possibility of applying amnesty to
persons sentenced to life imprisonment if certain conditions are met. Courts have the task of assessing, in each case, whether these conditions for the application of amnesty are met.
