Abstract

The article investigates how social resilience is conceptualized, developed and implemented at the local level, through the case analysis of the Cahul district in the Republic of Moldova. In a context marked by socio-economic, demographic challenges and recent crises, social resilience becomes an essential analytical framework for understanding the capacity of the local communities to respond, adapt and transform. The research is based on the analysis of local strategic documents, public policies and community projects implemented in the territory, as well as on the identification of the actors involved and their contributions. Through this approach, the article highlights the importance of social capital, civic participation, participatory governance, and public-private and community partnerships in strengthening resilience. The study emphasizes both the adaptive and transformative dimensions of social resilience and argues that an institutional-analytical approach allows the development of differentiated policies, adapted to local specificities.
