TENDINȚE ȘI PERSPECTIVE DE DEZVOLTARE A E-GUVERNĂRII ÎN REPUBLICA MOLDOVA

Abstract

This article highlights the achievements and prospects of modernizing electronic services in the Republic of Moldova. The objectives of the research are determining the social, legal and technical nature of the concept of digitalization of public services, the reveal of the functions which are accomplished by digitalization in the state development, the examination of the factors which influence the technical development of public services, analysis of the mechanism of influence of the digitization process on the efficiency and quality of public services provided to citizens, the examination of practical si- tuations for implementing of the modernized public services and identifying the arisen impediments. The article addresses the issue of the digitalization of public services at national level, both from the perspective of the citizen, as a user of these services, as well as from the perspective of the public managers within the central public administration institutions responsible for the implementation of these services. We referred to some aspects related to the impact of information and communication technologies in the sphere of public administration, which is causing rapid and multiple transformations. We have also highlighted the strategic development lines of government, which at the level of our country are reflected in the following: the rendering of improved public services through the use of e-government, the promotion of the adoption of e-government services, the optimization of the use of ICT in government operations.
