Abstract
This article analyses the European Union as a subject of global security in the context of the transformation of the contemporary international system. It examines the evolution of the Common Foreign and Security Policy, the Common Security and Defence Policy, and the institutional mechanisms through which the EU seeks to influence international stability. Particular attention is paid to the concepts of civilian power, normative power Europe, strategic autonomy, comprehensive security and resilience. The study analyses the EU’s strategic documents, including the 2003 European Security Strategy, the 2016 EU Global Strategy and the 2022 Strategic Compass. It also examines EU civilian and military missions, sanctions policy, cooperation with NATO and the United Nations, responses to hybrid and cyber threats, and support for Ukraine and Eastern Partnership countries. The article concludes that the European Union is gradually transforming from a primarily economic and normative actor into a comprehensive subject of global security, capable of combining diplomatic, economic, legal, humanitarian, cyber and defence instruments. At the same time, the EU’s effectiveness is limited by the fragmentation of Member States’ foreign policy interests, dependence on NATO in hard security and insufficient operational autonomy.
