ÎNCEPUTURILE ACTIVITĂŢII COMERCIALE EXTERNE A REPUBLICII MOLDOVA: CADRUL INSTITUŢIONAL ŞI LEGISLATIV

Abstract

The changes in the political-legal status of the Moldovan RSS at the end of the 80s – the beginning of the 90s of the last century, namely the adoption of the Declaration regarding the sovereignty of the republic and the Declaration of independence of the country, also required commercial-economic changes. The Government and the Parliament of the Republic received several decisions aimed at ensuring the process of external commercial collaboration, decisions regarding the formation of associations for external commercial activity, the improvement of the activity of the Chamber of Commerce and industry, the legalization of the joint ventures, the creation of own customs bodies, the formation of the Ministry of external economic affairs, legislative adoption regarding the development of external commercial relations, etc. As a consequence, in the first years of existence of the independent state, the necessary legal basis for the development of the foreign trade of the Republic of Moldova was established.

Schimbările intervenite în statutul politico-juridic al RSS Moldovene ști la sfârșitul anilor ,80 – începutul anilor ,90 ai secolului trecut, și anume adoptarea Declaraţiei privind suveranitatea republicii și Declaraţiei deindependenţă a ţării, au necesitat inclusiv modificări de ordin comercial-economic. Guvernul și Parlamentul republicii au adoptat mai multe decizii menite să asigure procesul de colaborare comercială externă, decizii cu privire la formarea unor asociaţii pentru activitate comercială externă, îmbunătăţirea activităţii Camerei de Comerţ și Industrie, legalizarea întreprinderilor mixte, crearea organelor vamale proprii, formarea Ministerului de Relaţii Economice Externe, legislația referitoare la dezvoltarea relaţiilor comerciale externe etc. Drept consecinţă, în primii ani de independență s-a constituit baza legislativă necesară pentru dezvoltarea comerţului extern al Republicii Moldova.
