Achiziţiile publice – ca instrument de realizare a strategiei inovaţionale şi de dezvoltare durabilă

Abstract

The author presents the system of recommendations on increasing the share of sustainable procurement in the value of public procurement at the central and local level with the recommendation of tools for the implementation of the system of sustainable public procurement in public and private businesses. In the given context, the author approaches the concept of sustainable public procurement as a process through which public entities procure goods, services, works and utilities in conditions of optimal ratio: price - quality, so that they generate benefits for the entity, but with minimal negative impact on the environment . As a result, some methodological aspects are proposed that would contribute to the creation of a sustainable public procurement system based on the principles of their regulation applied in EU countries.
