INTEGRAREA MINORITĂŢILOR ETNICE ÎN CONDIŢIILE SOCIETĂŢII GLOBALE

Abstract

The constituent communities of a state represent a differentiated mass of people with different background: ethnic, linguistic, cultural, etc. Within a democratic society this diversity is respected. The decision-makers should seek means to facilitate expression of such diversity as well as to assure its protection and development. The history has shown that the protection of ethnic minorities is essential in order to guarantee stability, security and peace. Therefore, the goal of each state, as well as of the global society as a whole, is to ensure unity, safeguard and promote cohesion of societies by respecting diversity and identity. At the same time, mere recognition and acceptance of ethnic minority cultures, identities and interests are not always sufficient to lay the foundations for peaceful coexistence. States will therefore implement policies to promote the integration of society. The purpose of integration policies is a dual one. On the one hand, they aim to protect the specific identity (cultural, linguistic, and ethnic) of persons belonging to these minorities. On the other hand, it is important to ensure a harmonious coexistence between the majority and minorities as well as among other ethnic groups. Thus, attention is focused not only on the need to protect the specific identity of persons belonging to an ethnic minority, but also on the need to integrate them into their societies. The scientific novelty of the obtained results is determined by the fact that this investigation addresses a new concept in the field of legal researches in the Republic of Moldova, namely the “integration of ethnic minorities”.
