VALORILE EUROPENE - BAZĂ A EFICIENȚEI GUVERNĂRII ÎN STATELE DEMOCRATICE

Abstract

În acest studiu autorul își popune să promoveze valorile europene: consolidarea democrației și a statului de drept; protejarea drepturilor omului și a libertăților fundamentale, inclusiv a drepturilor reprezentanților minorităților etno-culturale; promovarea egalității de gen; promovarea unor societăți favorabile incluziunii; asigurarea respectării depline a principiilor și a normelor de drept internațional. Acest obiectiv poate fi atins în condițiile în care actorii procesului social-politic cunosc și respectă valorile morale, își asumă responsabilitatea pentru acțiunile desfășurate. În spațiul post-sovietic, din care fac parte statele cuprinse de Parteneriatului Estic și Politica Europeană de Vecinătate, valorile menționate, din cauza necunoașterii conținutului lor și a interpretărilor teoretice, provoacă confuzii, contradicții, conflicte. Descrierea oportunităților oferite de instituțiile europene statelor din Europa de Sud-Est, expusă de Ursula von der Leyen, în raportul: „Orientări politice pentru viitoarea Comisie Europeană 2019-2024” îi permite autorului să conchidă că stilul european de viață, de organizare și gestiune a societății este opțiunea optimă a Republicii Moldova, Ucrainei, care au obținut statutul de candidat la aderare în Uniunea Europeană. Avansarea pe calea integrării europene impune condiția asimilării și respectării valorilor europene în toate domeniile vieții sociale. Acest proces, numit europenizare dezvoltă conștiința apartenenței la un set de valori. În concluzie, autorul afirmă: Analiza demersurilor politice ale conducătorilor Republicii Moldova, adresate instituţiilor europene supranaţionale şi naţionale, ne-a permis să conchidem: înainte de a elabora şi expedia un demers, de a prezenta un discurs în faţa autorităţilor europene, moldovenii, indiferent de statutul lor social: conducător de ţară, de guvern, de parlament, lider al partidului politic, al ONG, al Diasporei, cetăţean, trebuie să asimileze experienţa acumulată de alte state; să realizeze o analiză situaţională a propriei experienţe politice; să asimileze conţinutul europenizării, să-și dezvolte abilitățile de colaborare.In this study, the author aims to promote European values: strengthening democracy and the rule of law; protecting human rights and fundamental freedoms, including the rights of representatives of ethnocultural minorities; promoting gender equality; promotion of societies favourable to inclusion; ensuring full compliance with the principles and norms of inter- national law. This objective can be achieved under the conditions in which the actors of the social-political process know and respect moral values, and assume responsibility for the actions carried out. In the post-Soviet space, which includes the states covered by the Eastern Partnership Program and the European Neighborhood Policy, the mentioned values, due to the lack of knowledge of their content and theoretical interpretations, cause confusion, contradictions, and conflicts. The description of the opportunities offered by the European institutions of the South-East European states, presented by Ursula von der Leyen, in the report: “Political guidelines for the future European Commission 2019-2024” allows the author to conclude that the European way of life, organization and management of the company is the optimal option for the Republic of Moldova, Ukraine, which obtained the status of a candidate for accession to the European Union. Progress on the path of European integration requires the assimilation and respect of European values in all areas of social life. This process, called Europeanization develops the consciousness of belonging to a set of values. In conclusion, the author states: The analysis of the political approaches of the leaders of the Republic of Moldova, addressed to the supranational and national European institutions, allowed us to conclude: before elaborating and sending an approach, to present a speech in front of the European authorities, the Moldovans, regardless of Conferința Internațională Jean Monnet „Parteneriatul Estic: spre o comunitate a democrației și prosperității” 26 their social status: leader of the country, of the government, of the parliament, leader of the political party, of the NGO, of the Diaspora, citizen, they must assimilate the experience accumulated by other states; to carry out a situational analysis of their own political experience; to assimilate the content of Europeanization, to develop their collaboration skills.
