dc.description.abstractAt the contemporary stage of the development of human society the exceptional situations cannot always be prevented, for which reason for a long time it will keep one of the main tasks of the civil protection system regarding the application of the measures of protection of the population and of the property in case of their triggering. The implementation of the targeted measures, as well as of any measures in the field of civil protection, is carried out on the basis of two basic indices, inevitable in confronting the exceptional situations - their forecasting and timely notification of the population about the imminence of the danger.en
