NEUTRALITEA REPUBLICII MOLDOVA PRIN PRISMA POLITICILOR DE SECURITATE ALE UNOR STATE EUROPENE NEUTRE

Abstract

Scopul lucrării constă în cercetarea teoretico-conceptuală și analitico-aplicativă a neutralității Republicii Moldova prin prisma studiului locului, rolului și perspectivelor statelor neutre europene în contextul securităţii internaţionale, ca un considerent strategic pentru determinarea funcționalității politicii de neutralitate a Republicii Moldova. Scopul cercetării presupune realizarea următoarelor obiective: analiza istoriografiei şi ale bazelor teoretico-conceptuale ale statelor neutre europene; analiza comparativă și istorică a statelor neutre europene şi determinarea noilor tendinţe în politicile de neutralitate; evaluarea reconfigurării structurii sistemului internaţional în spaţiul european şi postsovietic; prognozarea perspectivelor statelor neutre europene în cadrul structurilor securităţii internaţionale transformate; formularea considerentelor esenţiale pentru neutralitatea Republicii Moldova.

Цель работы состоит в теоретико-концептуальном и аналитико-прикладном исследовании нейтралитета Республики Молдова посредством изучения места, роли и перспектив европейских нейтральных государств в контексте международной безопасности в качестве стратегического аргумента для определения функциональности политики нейтралитета Республики Молдова. Исследование включает задачи: анализ историографии и теоретических основ нейтралитета; сравнительный и исторический анализ европейских нейтральных государств и определение новых тенденций в политике нейтралитета; оценка реконфигурации структуры международной системы в европейском и постсоветском пространствах; прогнозирование перспектив европейских нейтральных государств в контексте трансформированной системы безопасности; формулировка основных подходов к нейтралитету Республики Молдовы.

The aim of the study is to present a theoretical-conceptual and analytical-applicative research of neutrality of the Republic of Moldova by studying the European neutral states’ roles, functions and prospects in the framework of international security as a strategic consideration for determining the functionality of the neutrality policy of the Republic of Moldova. The research goal implied the following objectives: the analysis of historiography and theoretically-conceptual foundations of the neutrality concept and European neutral states; comparative and historical analysis of European neutral states to identify new trends in their foreign policies; evaluation of reconfiguration of the international system structure in the European and post-Soviet areas; indentifying the perspectives of European neutral states in the context of the transformation of the international security system and in this regard formulating the main approaches toward the Republic of Moldova’s neutrality.
