DEZVOLTAREA DOMENIULUI ORDINII ŞI SECURITĂŢII PUBLICE PRIN PRISMA ANGAJAMENTELOR DE INTEGRARE EUROPEANĂ ALE REPUBLICII MOLDOVA

Abstract

The European Union is, first of all, a community of values open to European democratic states that wish to join it, and the EU enlargement policy accompanies and materializes this process. In this respect, the enlargement policy implies investment in peace, security, prosperity and therefore stability in Europe. In terms of public order and security, from an institutional and functional point of view, it is up to the Member States to choose their own models, but, when it comes to its impact on the common space of freedom and security, it is of Union interest. Similarly, those common risks or challenges to public order and security that exceed the territory of the Member States are in the focus and interest of the European institutions. The common space of freedom and security requires the responsible national authorities to have a proactive role in this regard, carrying out the activities and actions prescribed in the policy documents, as well as assuming the commitments determined within the broad European accession process of our country.Uniunea Europeană este, întâi de toate, o comunitate de valori deschisă statelor democratice europene care doresc să i se alăture, iar politica de extindere a UE însoțește și materializează acest proces. În acest sens, politica de extindere presupune investiție în pace, securitate, prosperitate și, prin urmare, stabilitate în Europa. Ce ţine de ordinea şi securitatea publică, din punct de vedere instituțional şi funcțional rămâne la latitudinea statelor-membre de aşi alege propriile modele, însă, când vine vorba de impactul acesteia asupra spațiului de libertate şi securitate comun este de interes unional. La fel, acele riscuri sau provocări comune la ordinea şi securitatea publică ce exced teritoriul statelor-membre sunt în vizorul şi interesul instituțiilor europene. Spațiul comun de libertate şi securitate impun ca autoritățile naționale responsabile să aibă un rol cât mai proactiv în acest sens, cu realizarea activităților şi acțiunilor prescrise în documentele de politici, cât şi asumarea angajamentelor determinate în cadrul amplului proces de aderare europeană a ţării noastre.
