Principiile finanţelor publice locale: concept şi cadru legal

Abstract

The problem of public administration finances is one of most argumentative problem in the Republic of Moldova. Considering it we must say that one of the main goals in researching this problem is to elucidate the principles that govern the finances of public administration. The doctrine and legal settlements enumerate some principles that refer to administrative autonomy, decentralization, etc., but there are no principles concerning directly the finances of local administration. That’s why the main objective of present research is to find out the principles mentioned in doctrine and legislation, to systemize them in order to make clear the system of principles that govern the local finances, taking into consideration that the viability of a local administration is determined mainly by the existence of material and financial sources.
