CURTEA PENALĂ INTERNAŢIONALĂ ÎN LUMINA PREVEDERILOR STATUTULUI DE LA ROMA

Abstract

Curtea Penală Internaţională – instituţie centrală a justiţiei penale internaţionale, constituie, totodată, elementul primordial al dreptului internaţional contemporan şi al sistemelor naţionale în domeniul dreptului penal. Segmentul-cheie în materie îl constituie procesul de ratificare şi implementare a Statutului de la Roma de către state, în parte de către Republica Moldova. Un adevărat fenomen localizat în priorităţile activităţii guvernelor statelor, instituţiilor internaţionale şi naţionale, ONG-urilor (cca 800), personalităţilor etc. Evenimentul a fost precedat de-a lungul timpului de organizarea şi desfăşurarea conferinţelor, întrunirilor, elaborarea de studii, avize, rapoarte; procesul totuşi continuă şi este catalogat a fi încă „viu”.

The International Penal Court – the main institution of the international criminal justice, represents the major element of the contemporary international law and of the national systems regarding the penal law. The key part in this matter is represented by the process of ratification and implementation of the Statute of Rome by the states, partly, by the Republic of Moldova. It is a real phenomenon in the priorities of the activities of different governments, national and international institutions, NGOs (around 800), personalities, etc. This event has been preceded through the years by the organization of conferences, meetings, research studies, notifications, reports; the process is still under development, being considered still „functioning”.
