Abstract

The responsibility to protect doctrine was developed by international lawyers in response to the failure of the international community to prevent or react effectively enough to the commission of genocide, war crimes, crimes against humanity, and ethnic cleansing in Rwanda, Bosnia, Haiti, and elsewhere during the last decade of the 20th century and the first of the 21st century. State sovereignty as a responsibility and affirmed the notion that sovereignty is not just protection from outside interference – rather is a matter of states having positive responsibilities for their population’s welfare, and to assist each other. The purpose of the present study is to identify the principles of international law in co-relation with the sovereignty of the states and the responsibility to protect.
