IMPORTANȚA POLITICILOR DE INTEGRARE A MINORITĂȚILOR ETNICE ÎN SISTEMUL EDUCATIONAL ÎN CONTEXTUL PARCURSULUI EUROPEAN AL REPUBLICII MOLDOVA

Abstract

În concluziile sale din 23 iunie 2022, Consiliul European a reiterat că viitorul Ucrainei, Moldovei și Georgiei este în Uniunea Europeană, acordând statutului de candidat Ucrainei și Moldovei și reconfirmând disponibilitatea de a acorda statutul de candidat Georgiei. Tratamentul echitabil al minorităților naționale a reprezentat, din tot- deauna, una dintre prioritățile cheie ale Consiliului Europei și s-a sperat că cele două tratate de pionierat în acest domeniu, Convenția-cadru pentru protecția minorităților naționale și Carta europeană a limbilor regionale sau minoritare, devin rapid standarde universal acceptate în întreaga Europă. „Criteriile de la Copenhaga” (1993) stabilesc că orice stat care intenționez să devină membru UE trebuie sa dispună de instituții stabile care garantează democrația, statul de drept, drepturile omului precum și respectul și protecția minorităților. Astfel, Ratificarea Cartei Limbilor Regionale și Minoritare a fost unul din angajamentele RM în fața UE fixat în documentele de colaborare între cele două entități. Acest pas important ar induce consecințe în politicile publice ale statului, în special în domeniul educației.

In its conclusions of 23 June 2022, the European Council reite rated that the future of Ukraine, Moldova and Georgia is in the European Uni on, granting candidate status to Ukraine and Moldova and reconfirming the readiness to grant candidate status to Georgia. The fair treatment of national minorities has always been one of the key priorities of the Council of Europe and it was hoped that the two pioneering treaties in this field, the Framework Convention for the Protection of National Minorities and the European Char ter for Regional or Minority Languages, would quickly become standards universally accepted throughout Europe. The “Copenhagen Criteria” (1993) establish that any state that intends to become an EU member must have sta ble institutions that guarantee democracy, the rule of law, and human rights as well as the respect and protection of minorities. Thus, the Ratification of the Charter of Regional and Minority Languages was one of the commitments of the Republic of Moldova to the EU fixed in the collaboration documents between the two entities. This important step would induce consequences in the public policies of the state, especially in the field of education.
