    Comunicarea strategică: unele considerații teoretice

    Articolul oferă o analiză cuprinzătoare a cadrului teoretic al conceptului de comunicare strategică (StratCom). În cercetare se analizează evoluția StratCom, evidențiindu-se natura sa interdisciplinară și componentele esențiale care o deosebesc de alte forme de comunicare. Sunt explicați termenii - „comunicare” și „strategie” - și modul în care aceste elemente se combină pentru a servi ca un instrument puternic pentru state și organizații, modelând percepția publică, întărind legitimitatea acțiunilor și promovând interesele naționale și organizaționale. Lucrarea evidențiază componentele StratCom în diverse domenii, de la diplomație publică la operațiuni psihologice și operațiuni informaționale, subliniind rolul său esențial în abordarea amenințărilor hibride și combaterea dezinformării. Prin analizarea perspectivelor marilor puteri, precum SUA și Marea Britanie, și a organizațiilor internaționale, precum NATO și UE, articolul subliniază rolul esențial al StratCom în alinierea mesajelor pe diferite platforme pentru a sprijini obiectivele de securitate națională. Analiza subliniază necesitatea dezvoltării unor strategii de comunicare bine fundamentate, coerent coordonate și cu impact semnificativ, ca măsură esențială pentru menținerea rezilienței într-un mediu de securitate caracterizat de volatilitate și schimbare constantă. Se concluzionează că, în esență, comunicarea strategică trebuie privită ca un proces holistic care combină influența, alinierea mesajelor și implicarea audienței într-un dialog activ, contribuind astfel la consolidarea pe termen lung a rezilienței naționale, a credibilității și a încrederii publicului.

    STRENGTHS AND WEAKNESSES OF THE EU'S MILITARY CAPABILITIES IN TERMS OF THEIR RELEVANCE TO EUROPEAN SECURITY NEEDS

    The European Union (EU) has been actively working to strengthen its military capabilities in recent years, with a focus on improving its relevance to European security needs. However, there are still notable strengths and weaknesses to these capabilities. One strength is the EU's ability to conduct a range of military operations, from peacekeeping and crisis management to combat missions. The EU has also made strides in improving its defense industry and developing common defense procurement policies. On the other hand, weaknesses include a lack of interoperability between member state militaries, limited defense budgets, and a heavy reliance on the United States for military support. Furthermore, the EU's military capabilities may not fully address emerging security threats such as cyber and hybrid warfare. Ultimately, a comprehensive and cohesive approach to European defense is necessary to address these strengths and weaknesses and ensure the EU is able to meet its security needs in an evolving global landscape.

    GEORGIA’S FOREIGN POLICY IN SHAKE: APPEASEMENT VS EURO-ATLANTISM

    The parliamentary elections in Georgia on October 1, 2012 marked a turning point in the country’s foreign policy, as it moved towards the European integrationist space. The resizing of Georgia’s foreign policy vector is due to the new pro-European government that won the elections. The annexation of the Crimean peninsula in 2014, as well as the invasion of Ukraine by the Russian Federation conditioned the irreversible orientation of Georgia’s foreign policy vector towards the Euro-Atlantic space. The purpose of this article is to highlight the main aspects of Georgia’s foreign policy versus the Euro-Atlantic structures.

    CONSOLIDAREA COOPERĂRII UE - NATO ÎN CONTEXTUL RĂZBOIULUI DIN UCRAINA

    The war in Ukraine, conditioned by the occupation of the Crimean peninsula in 2014 and the invasion of the Russian Federation on February 24, 2022, is, since the collapse of the Soviet Union, the event that will have the greatest geopolitical implications on the international arena. The ongoing war implies a number of long-term effects for the security and stability of the European continent. Also, the war in Ukraine produced an unprecedented political convergence in Europe, with a unanimous perception of the need to increase defense capabilities. The objective of this article is to highlight the main steps taken by the EU and NATO in order to ensure security on the European continent. The presence of the war in Ukraine, on the border of the EU and NATO conditions a strengthening of combat capabilities and a more effective collaboration between the two organizations - the EU and NATO

It consists of a deep analyse of the evolution of public diplomacy of NATO, its basic directions at the current stage and the role of NATO strategic communication.

    BAZINUL MĂRII NEGRE ÎN CONTEXTUL EVOLUȚIILOR GEOPOLITICE ACTUALE

    Regiunea Mării Negre de-a lungul secolelor a jucat un rol geostrategic important în relațiile dintre marele puteri. Actualmente, aflată la confluenţa a două culture şi religii universale, cea europeană creştină şi cea islamică, şi a mai multor familii de popoare, Marea Neagră este un spaţiu atât de convergenţă cât şi de coliziune a intereselor ţărilor riverane, dar şi a diverşilor actori internaţionali. Prezentul articol scoate în relievanță principalele interese ale marilor puteri. Astfel, sunt supuse cercetării interesele geostrategice, politico-militare și geoeconomice ale SUA și NATO, ale Federației Ruse, și, incșusiv, cele ale UE.

    EUROPEAN COOPERATIVE SECURITY SYSTEM AND COMPLEX INTERDEPENDENCE

    The research paper analyzes the creation of complex combination of several international organizations in Europe, which are also sustained by the European Union (EU). The research argues that the current political and economic situation in the EU zone appears as a complex interdependence, which has also become attractive for the EU Neighborhood, especially for the Eastern Partnership. Furthermore, the European Union security experts talk more and more in light of the Kantian and Wilsonian ideas – cooperative security. In fact, the imaginary European complex interdependence has been also accompanied by cooperative security and defense commitments. Meanwhile, this research argues that the emerging European cooperative security and defense system has been evolving smoothly also due to strong collective defense guarantees during the last 60 years – the NATO factor. The European states, being in inevitable-long cooperation in the EU and NATO, have achieved a sense of common political-security identity and community, which is necessary for the long-term international cooperation and stability. Furthermore, this common political and security identity in Europe was achieved by democratic states with free market economies, which also attract the EU Eastern neighboring states. Meanwhile, at this moment to retain a global role, the EU community should not ignore this factor along with a timely-proved Euro-Atlantic security link.
