    În articolul respectiv este analizată situația actuală privind implementarea procesului de planificare strategică în cadrul autorităților publice din Republica Moldova, în raport cu condiționalitățile impuse în procesul de aderare la Uniunea Europeană. Astfel, pentru a continua să înainteze pe calea aderării, progresele durabile și tangibile în materie de reforme, în toate domeniile, inclusiv în domeniul reformării administrației publice, sunt de o importanță crucială pentru Republica Moldova. Pentru deveni o societate adaptată la schimbări, incertitudini și provocări, autoritățile publice din Republica Moldova trebuie să adopte cadrul necesar pentru o abordare strategică, pe termen lung, a dezvoltării durabile.

    In a society undergoing economic transformation, such as Italy, the public sector is considered to be the engine that can accelerate the response to sustainable challenges by adopting policies, programs and strategic actions that integrate the objectives of sustainable development, that strengthen resilience through -a long-term strategic European vision for a prosperous, modern, competitive and neutral economy. Understanding and applying the tools and methods specific to strategic planning and management in the public sector in Italia have become absolutely necessary for ensuring the well-being of local communities, but also for institutional development and improving administrative capacity at the central, regional and local level.

    FUNCȚIONARUL PUBLIC - MODEL DE CORECTITUDINE ȘI INTEGRITATE

    One of the central objectives of the state, undoubtedly, must include attracting trained, specialized persons to the public administration, able to actively contribute to the implementation of reforms established to improve public services and living standards. This principle must be applied carefully, especially when one wants to enter a public office or to promote in a higher position. What is certain is that we can almost never know what that official who has been entrusted with new responsibilities will prove in the public service, even if he has good training from an academic or professional point of view. For this very reason, the competent institutions must apply the most effective methods of identifying specialists capable and suitable for their functions, and this can happen, from my point of view, through a form of organization called MERITOCRACY.

    The realities of the transition period initiation in the field of state building, after gaining of the Independence of the Republic of Moldova, has determined the need for public administration reform. This reformation was conditioned by the transformative processes in the production way, in the property system, in organization of the social sphere, in reevaluation of the role and professional potential of human resources in public administration. This study elucidates the process of establishment, evolution and interaction of training systems, professional development of public administration personnel, scientific research in the field of public administration, which have traveled an edifying transitory route, reaching their thirtieth anniversary.

Aiming the presentation of the current achievements in the process of reformation of local public finances in the Republic of Moldova, in the article there are also approached the subsequent perspectives and chal- lenges related to the assurance of the durability of the respective reform.

    ORGANIZAȚIA NAȚIUNILOR UNITE: PERCEPȚII ASUPRA OBIECTIVELOR PRIVIND PROCESELE DE REFORMĂ A ORGANIZAȚIEI

    Evoluția Organizației Națiunilor Unite fiind un proces perma nent de adaptare la noi responsabilități, constrângeri și raporturi de forță și influență între membrii săi, reforma acesteia a fost și ea o preocupare constantă în interiorul sistemului și în afara acestuia. Prezentă pe toate continentele și în toate te mele de rezonanță globală, O rganizația a fost expusă continuu atitudinii critice și monitorizării publice. Prin urmare, analiza diverselor etape ale existenței sale și a scenarii lor de reformă se regăsește atăt în cercetările efectuate că către mediul a cademic, în propunerile statelor membre, cât și în programe le elaborate de Secretariat. Astfel, în acest articol ne vom referi la modificările ansamblului de forțe ce determină necesitatea reformei, care sunt în aceeași măsură și resurse motivaționale și operaționale ale schimbării.La fel, vom reliefa opiniile cercetătorilor în domeniu privind impactul acestei schimbări profunde asupra profilului unei organizații interstatale create după principiul suveranității naționale. Reforma sistemului ONU ar trebu i să privească acele orientări și evoluții instituționale care să-i permită o dezbatere democratică, în care strategiile de dezvoltare să se raporteze și la respectarea dreptului și normelor de echitate inter-naționale.
