    IDENTITATEA NAȚIONALĂ ȚINTĂ A RĂZBOIULUI HIBRID DUS DE FEDERAȚIA RUSĂ ÎN REPUBLICA MOLDOVA

    The paper briefly analyses some aspects of the hybrid war waged by the Russian Federation in the Republic of Moldova, which have an influence on the population's sense of identity. The aim of the communication is to show the messages in the pro-Russian media and not only, messages which aim at dividing citizens according to different identity criteria. The theses of historians are also reviewed, which bear the imprint of political confrontations. An important aspect of identity is the Romanian language, which has failed to become the bond of identity of the citizens, due to political factors that have been linked to the Russian area of influence. In the conclusions, data and facts are provided which and facts that demonstrate that national identity has become a divisive factor and a goal of hybrid warfare.

    IMPACTUL RĂZBOIULUI RUSO-UCRAINEAN ASUPRA PROCESULUI DE INTEGRARE EUROPEANĂ A REPUBLICII MOLDOVA

    The primary objectives of the Republic of Moldova is the integration into the European Union (EU), this being a fundamental desideratum of the internal and foreign policy of the Republic of Moldova, having a strong potential to facilitate social cohesion and ensure the social economic development of the Republic of Moldova. The war in Ukraine has caused many vulnerabilities in Moldova, making it more fragile and threatened. In the same context, Russia's war against Ukraine has created a strong geopolitical motivation for Moldova and Ukraine to join the EU. The strong EU message to give Moldova the European integration perspective was supported by 529 overwhelming votes out of 558 deputies, granting candidate status to Moldova creating "a historic moment that allows us to define the contours of the European Union", according to the president of the European Council, Charles Michel. The European Union is a stabilizing factor, important for the social economic development and national security system, that is why the Republic of Moldova is working to advance the European integration process. The accession to the European Union will strengthen the country's security, Moldova becoming a beneficiary and a source of stability and security. In this respect, a special place in the context of security is also the participation of the Republic of Moldova in global, regional and subregional efforts to promote international stability and security through cooperation within the UN, OSCE, as well as NATO. Moldova seeks closer European integration with the ultimate goal of becoming a member of the European Union (EU). The EU accession process is complex and multi-stage, involving various requirements and opportunities.

    COOPERATION ACTIONS OF THE REPUBLIC OF MOLDOVA WITH REGIONAL ACTORS REGARDING ENSURING ENERGY SECURITY IN THE CONTEXT OF THE WAR IN UKRAINE

    The Republic of Moldova has no energy resources of its own and is completely dependent on imports of fossil fuels and electricity. A consequence of the war is the lack of limited access to the markets of the Russian Federation, especially for Moldovan farmers, which affected exports to eastern markets, access to them being difficult or even blocked by the war. This article aims to provide the energy security situation of the Republic of Moldova before the beginning and during the war in Ukraine. The author tries to present the efforts of our country to face the new regional challenges and draw some perspectives on providing the necessary resources without significantly affecting the well-being of the citizens of the country.

    THE IMPACT OF THE UKRAINE CONFLICT ON THE EUROPEAN UNION'S ASPIRATIONS FOR STRATEGIC AUTONOMY

    The European Union aspires to become one of the world's leading strategic powers, and from that position to pursue objectives like: stability, ability to set standards, or advancement of its own values (Charles Michel). The EU began a process of combining its relevant policies and instruments in response to heightened awareness of security challenges in its region and a turbulent worldwide climate. The underlying idea has been to strengthen the EU's ability to act, with the goal of achieving a higher level of strategic autonomy. Nevertheless, the war in Ukraine has increasingly exposed the limits of these ambitions. The EU's current challenges in its Eastern Neighborhood will force it to go beyond its current crisis management and conflict resolution tools, which have allowed it to deal with unresolved conflicts and hybrid threats and move forward to become capable of defending and promoting its own interests, as well as enhancing its credibility as a strong foreign policy actor. The aim of this contribution is to assess the concept of strategic autonomy of the European Union to expound the imbalance between the growing expectations for a stronger EU political role on the international stage and the limited opportunities available to the EU to meet these challenges. It seeks to analyze the objectives, limitations, and prospects of the EU's ambitions in an international context marked by growing tension and instability.

    The Black Sea region in the context of the actual geopolitic evolutions The Black Sea region over the centuries played an important geostrategic role in the relations between the great powers. Currently, at the confluence of two Versailles culture and religions, the Christian and Islamic and many nations, the Black Sea is a space of both convergence and collision of the interests of the riparian countries, but also of the various international actors. This article outlines the main interests of the great powers. The objective of this article is to highlight the main geopolitical trends taking place in the Black Sea basin, trends that are conditioned by the emergence of the war in Ukraine

    In the context of hybrid warfare and disinformation, the role of strategic communication becomes important. It is noted that presidential speeches, in the context of geopolitical confrontations, become a real and effective antidote to the phenomenon of disinformation and propaganda. In this sense, particularly conclusive are the conflicting speeches, security records of presidents Biden, Zelensky and Putin, the analysis of which is inserted in the proposed study.

    SECURITATEA PE AGENDA EDUCAȚIEI: CAZUL UCRAINEI ȘI REPUBLICII MOLDOVA

    Tematica securității este prioritară pentru Ucraina și Re- publica Moldova. Ambele state au devenit vulnerabile pentru riscurile și pericolele ce s-au multiplicat după declararea independenței. La mo- ment, Ucraina se luptă împotriva intervenției masive a rușilor. Războiul ruso-ucrainean care se desfășoară deja din anul 2014, amenință existența însăși a statalității ucrainene și a națiunii, de asemenea a ordinii mondi- ale și perspectivelor păcii. În același timp o parte a teritoriului Moldovei suverane este ocupată și se află sub controlul armatei ruse și politicii, începând cu anii ’90 a secolului trecut. Autorul analizează pericolele principale din ambele state în contextul politicii și practicii educaționale. În text sunt desemnate problemele prin- cipale pe care ambele state trebuie să le recunoască și să lucreze asupra soluționării lor, pentru a depăși vulnerabilitatea și slăbiciunea, pentru a-și consolida stabilitatea și capacitatea de apărare.

    NARAȚIUNI ANTIEUROPENE ȘI ANTIDEMOCRATICE PRIVIND UCRAINA, PROMOVATE DE PRESA RUSĂ

    În acest studiu sunt analizate narațiunile antieuropene și antidemocratice, promovate de presa rusă în perioada de până la declan șarea invaziei la scară largă a Ucrainei. Constituind o barieră în calea europenizării societății ucrainene, narațiunile presei guvernamentale ruse încercau să convingă opinia publică că UE are ca scop să trans forme statul ucrainean într-o colonie subdezvoltată a Occidentului. Prin intermediul dezinformării și diseminării de fake news, Rusia a promovat diverse narațiuni privind politica agresivă a statelor UE față de Moscova și rusofobia generală a Occidentului. UE, NATO și SUA au fost acuzate de încurajarea războiului din estul Ucrainei, care ar fi fost în interesul societăților europene. Rusia era prezentată ca un stat care trebuie să se apere de agresiunea Occidentului. În afară de aceasta, presa rusă a lansat o serie de narațiuni antidemocratice, care au avut ca scop să blocheze reformele pro-europene din Ucraina. Statul rus era arătat în narațiunile presei ca fiind mult mai liber și democratic, decât UE, iar Ucraina era acuzată de încălcarea dreptului internațional cu acordul tacit al liderilor europeni. Narațiunile respective sunt analizate în acest studiu prin prisma metodei sistematizării în metanarațiuni. Discursul presei guvernamentale ruse a reprezentat un amalgam de argumente, informații, invenții, falsuri și presupuneri din domeniul istoriei și dreptului internațional.

    CONSOLIDAREA COOPERĂRII UE - NATO ÎN CONTEXTUL RĂZBOIULUI DIN UCRAINA

    The war in Ukraine, conditioned by the occupation of the Crimean peninsula in 2014 and the invasion of the Russian Federation on February 24, 2022, is, since the collapse of the Soviet Union, the event that will have the greatest geopolitical implications on the international arena. The ongoing war implies a number of long-term effects for the security and stability of the European continent. Also, the war in Ukraine produced an unprecedented political convergence in Europe, with a unanimous perception of the need to increase defense capabilities. The objective of this article is to highlight the main steps taken by the EU and NATO in order to ensure security on the European continent. The presence of the war in Ukraine, on the border of the EU and NATO conditions a strengthening of combat capabilities and a more effective collaboration between the two organizations - the EU and NATO

    The war in Ukraine was generated by the East-West confrontation between Russia (East) and the US and EU (West), as a result of dynamic changes in the international system. The impact of this war is multidimensional and covers mainly the political, military and economic spheres. The Republic of Moldova is affected by this war in close proximity as well, facing strong threats and challenges to its national security.
