His „America First” policy led to U.S. withdrawal from key internation- al agreements and the imposition of tariffs on European goods, causing significant tension. Frequent criticisms of NATO and a confrontational diplomatic style created uncertainty and strained alliances. This involves a detailed analysis of challenges and opportunities, highlighting the need for an efficient and modern local administration. Proper implementation of the re- forms is essential for strengthening local autonomy and ensuring transparent and account- able governance, respecting community rights and promoting social cohesion. Addition- ally, improving the quality of public services is another fundamental pillar of this process.
