    IMPACTUL CONFLICTULUI TRANSNISTREAN ASUPRA ADERĂRII REPUBLICII MOLDOVA LA UNIUNEA EUROPEANĂ

    The purpose of this research is the theoretical-conceptual and empirical analysis of the problem of freezing the conflict in the post-Soviet space, based on the conflict in Transnistria. Proposed objectives: studying the historiography of frozen conflict research, synthesizing the main conceptual aspects of frozen conflicts, researching the forms and methods of their management, analyzing the evolution of frozen conflict in the Republic of Moldova, etc. This topic is current and has been the subject of several political studies. For these reasons, an attempt was made to achieve a complex, two-dimensional synthesis in premise-impact correlations. At the same time, the research was conditioned by the tangents of two socio-human sciences: sociology and political science. The novelty of the study consists in the fact that a complex synthesis was made on the influence of the accession process on the entire political and social system. The conclusions formulated in the research result allow to evaluate, at fair value, the scientific novelty of the paper.

    CONCURSUL CA MODALITATE DE OCUPARE A FUNCŢIEI PUBLICE

    Both doctrine and administrative practice unanimously accepted the theory that civil servants should be selected exclusively on the basis of competence (the so-called merit system) at which the contest is based. The contest is carried out in order to attract the candidates to the public authority to fill the vacant public office and to select from among them the most suitable candidate. The occupation of the public office vacant by contest is regulated by the Law on public office and the status of public official no. 158-XIV of 04.07.2008 and the Regulation on the occupation of public office by contest (amended by Government Decision no.647 of 28.08.2013).

    The Government of the Republic of Moldova, as a state administration body, elaborates the system of foreign policy priorities, which determines the content of this policy. It sets for thither mediate and prospective goals of foreign policy, determines the ways, method sand means of carrying it out. Although Heads of State have very strong powers in the field of foreign affairs, they rarely establish direct relations with other states, usually acting through governments. It is the government together with the Ministry of Foreign Affairs and European Integration which is in charge of promoting the foreign policy of the state through the maintenance of relations with foreign states and international organizations on a bilateral and multilateral basis.
