Сформулированы направления для повышения эффективности принимаемых мер в области реализации принципов «зеленой» экономики.Item Financial instruments and innovative sustainable development instruments(CEP USM, 2023-07-24) Manta, OtiliaThe current multi-crises generated by the current challenges existing globally, lead us to think about new economic models at the level of the financial industry that are adapted to the needs of the individual and society as a whole and in the context of both digital technologies and finance open. Financial instruments in the field of insurance know a 3600 development with a direct impact on the economic sectors and on the population at global level. In this paper we aim to reflect on these insuretech innovations based on existing practical applications globally and existing empirical studies in scientific literature. At the same time, in the context of the new EU growth strategy to promote the transition to a climate-neutral economy by 2050, both the launch of the European Green Deal Investment Plan (Sustainable Europe Investment Plan) and new models are being developed at the level of the member states, actively contribute to the redefinition of innovative financial instruments and the architecture of the financial system.Item Realizarea Agendei 2030 prin cheltuieli publice responsabile(CEP USM, 2023-07-24) Ulian, Galina; Năstase, Carmen-EugeniaThe article focuses on sustainable public procurement with respect to its environmental ramifications and its potential in addressing social issues. Drawing on an array of scientific research, reports from international bodies, and legislative documents, alongside a review of global practices in sustainable procurement, the authors articulate the various reasons why public procurement is pivotal to sustainable development. They delve into the necessary legislative and policy frameworks that underpin procurement activities and the financial mechanisms that support them. Its originality lies in its dedicated exploration of how human resources directly impact economic security in Moldova. By analyzing demographics, education, and healthcare, it presents fresh perspectives on how investments in human capital influence the nation's economic stability and growth prospects. The significance of this paper lies in its investigation of how human resources affect Moldova's economic security. By emphasizing the interaction between education, skills development, and healthcare with economic stability, it provides valuable insights for policymakers and stakeholders to promote sustainable development and prosperity in the country.The materials and methods employed in this study involved conducting statistical analysis of demographic, educational, and economic indicators from the Republic of Moldova spanning the years 2018 to 2022, utilizing official data sources. Additionally, documentary analysis comprised consulting pertinent documents and reports. The study materials were supplemented with tables and specific examples to demonstrate their significance and impact.In conclusion, human resources are essential for Moldova's development. Investing in education, training, and healthcare is vital for achieving economic and social prosperity. Despite experiencing positive growth from 2018 to 2022, challenges such as inflation and labor migration persist. In the context of sustainable development, digitalization offers a number of opportunities for small and medium-sized enterprises (SMEs) and is necessary for SMEs to remain competitive. The COVID-19 pandemic has accelerated the use of information technology by SMEs and highlighted the potential of ICT for future economic growth. Despite the significant benefits provided by ICT, the smaller size of SMEs often acts as a barrier to digital transformation, slowing down the modernization of small businesses, especially due to a lack of internal resources and knowledge or due to a lack of financing. These delays in the implementation of information technology negatively affect the performance of SMEs.
