    OPTIMIZAREA SISTEMULUI DE ACHIZIȚII PUBLICE ÎN REPUBLICA MOLDOVA PRIN INTERMEDIUL INSTRUMENTELOR MICRO ȘI MACROECONOMICE

    Public procurement is researched in terms of results and maximum efficiency of the allocation of financial resources of the national public budget. This issue is very current in the context of economic development of the Republic of Moldova. As a result, public procurement is presented as a complex, multilevel, interdependent system, the operation of which should ensure the optimal distribution of public financial resources at central and local level. The aim and objectives of the research is to conduct a complex research of the main problems and features of optimizing public procurement at the national level The methodology of scientific research applied to the article is based on the structural method of research. The article is based on the study of the public procurement system in the Republic of Moldova, thus analysing its component elements. The analytical method was used to research the concept of public procurement, as well as the legislation in force on the public procurement system. To study the dynamic evolution of statistical indicators of public procurement, the method of systematic analysis was used. The method of quantitative and qualitative analysis was applied to research the indicators o f the public procurement system in the Republic of Moldova and establish their impact for optimizing finances at the micro and macroeconomic level.Results: In the research, the authors examined the issue of responsibility for the outcome of the quality of the execution of a public procurement contract and the problems that arose during their implementation. Proposals are presented to improve the efficiency of the public financing mechanism in the context of electronic public procurement procedures within the automated information system “State Register of Public Procurement” (AIS “SRPP”) MTender.

    ACHIZIȚIILE SUSTENABILE – UN IMPERATIV AL DEZVOLTĂRII DURABILE ÎN REPUBLICA MOLDOVA

    Autorul prezintă sistemul de achiziții publice care trebuie să se petreacă în condiții de sustenabilitate a mediului și dezvoltării social-economice. În contextul dat abordează conceptul de achiziții publice sustenabile (SPP -Sustainable Public Procurement) ca un proces prin care entitățile publice procură bunuri, servicii, lucrări și utilități în condiții de raport optim: preț -calitate, astfel încât acestea să genereze beneficii e ntității, dar cu impact negativ minim asupra mediului.Ca urmare, sunt propuse unele aspecte metodologice care ar contribui la crearea unui sistem sustenabil de achiziţii publice pe baza principiilor de reglementare a acestora aplicate în țările din UE.

    EFICIENTIZAREA SISTEMULUI DE ACHIZIŢII PUBLICE DIN REPUBLICA MOLDOVA ÎN CONTEXTUL PREVEDERILOR LEGISLATIVE ALE UE

    Autorul abordează întregul sistem de achiziţii publice ca un instrument necesar şi important de eficientizare a acestora în contextul prevederilor legislative ale UE. În baza analizei procesului de achiziţii publice în contextul prevederilor legislative ale UE autorul a constatat prezenţa unor nereguli şi disfuncţionalităţi la organizarea şi desfăşurarea procedurilor de achiziţii publice la nivel naţional. Ca urmare, sunt propuse unele direcţii eficiente care ar contribui la crearea unui sistem eficace de achiziţii publicepe baza principiilor de reglementare a acestora aplicate în UE.
