Item Assessment of the influence of changes in rural development on labor resources(CEP USM, 2024) Sârbu, Olga; Coșer, CornelThe purpose of the study consists in researching the changes occurring in the rural environment and their influence on the skills of labor resources. Fundamental scientific methods of knowledge were used in the presented study. An abstract-logical method was used to reveal the theoretical foundations of labor resources. When researching the need to adapt labor resources to the changes produced in the rural environment, their analysis and evaluation, statistical economic and economic-mathematical methods were used. In order to evaluate the role of labor resources in rural development, monographic and computational-constructive research methods were used. The changes that occur today in various sectors of the economy are also present in agriculture, as the main branch of activity in the rural environment. The transition to new forms of employment, digitization, modernization of the professional training system, the emergence of new professions, new approaches to labor relations cause changes in the development of the rural economy, as well as in the behavior of labor resources. The work is original in terms of treating contemporary changes in rural development as a factor disrupting the skills of rural labor resources.Item Gestionarea finanțelor publice la nivelul autorității publice locale și impactul asupra dezvoltării agriculturii(CEP USM, 2024) Mocanu, Natalia; Botezatu, Andrei; Davydenko, NadiiaThe formation of local budgets is a complex process through which local authorities plan andmanage the financial resources necessary to cover current expenses and to support development projects in communities. The local budget is an essential tool in the efficient administration of public affairs at the level of a certain locality or region. The developments of the European construction had a major impact on the national and territorial collectivities. The Maastricht Treaty was appreciated as a step towards the official recognition of local and regional territorial collectivities by the European Community. Placing in the foreground the principle of subsidiarity, which was initially applied to the relations between the European Union and its member states, contributed to the promotion of policies favorable to the decentralization of power. However, local and regional autonomy were seen as institutional challenges for the states of Central and Eastern Europe, which had to restore their political system following the collapse of the totalitarian one, but also as a challenge to the traditional forms of the state, which are increasingly facing with systemic crises that inhibit its sustainable development. Despite the efforts made, the state of affairs in this regard in the Republic of Moldova remains uncertain, characterized by a set of complicated developments and insignificant progress.Item ANALYZING FARM COMPETITIVENESS: AN EXAMINATION OF POST-INVESTMENT SUBSIDIES IN THE REPUBLIC OF MOLDOVA(CEP USM, 2024) Batereanu, Lucia; Cimpoeș, Dragoș; Herzfeld, ThomasIn today’s rapidly changing economic landscape, the importance of a farm’s competitiveness is more critical than ever, serving as a decisive factor for the survival and prosperity of firms. The Republic of Moldova’s agricultural sector holds a crucial role while remaining highly vulnerable to various influences. The Government relies on subsidies administered by the Agency of Intervention and Payments for Agriculture (AIPA) to enhance the sector’s growth and competitiveness. This paper conducts a comparative analysis between subsidy recipients and non-recipients. It aims to examine the impact of post-investment subsidies on farms’ competitiveness using data from a survey conducted in the summer of 2021, which included 685 farms. The competitiveness of the farm businesses on the markets was assessed through self-assessment questions included in the survey, shedding light on the challenges faced by farms, including issues related to product prices, price stability, and competition from other producers. The analysis provides insights into the interrelationship between post-investment subsidies and farms’ competitiveness in Moldova.Item RATIONALIZING THE ROLE OF THE UNIVERSITY AS AN ACTOR OF THE AGRICULTURAL INNOVATION ECOSYSTEM(CEP USM, 2023) Prisacaru, Veronica; Ivanova, TatianaThe goals of the research were the following: elucidation of the concept of the innovation ecosystem and of the importance of the agricultural innovation ecosystem; highlighting the role of the universities as innovation ecosystems` actors; synthesis of the cuttingedge innovative approaches in the agricultural field and, on this basis, formulating recommendations for curriculum improvement. In order to achieve the mentioned goals, the following research methods were applied: synthesis of the conceptual approaches and of some practical studies related to the research object, opinion survey, inductive method, analysis, generalization, systematization, for-mulation of reasoning and recommendations. As a result of the research, the directions of intervention in the agricultural undergraduate degree programs were identified in order to facilitate the exercise by the professional educational service providers of the role of active and effective actors of the innovation ecosystem. Datele prezentate se bazează pe aspectele concrete înregistrate în Republica Moldova privind activitatea cooperativelor agricole, condiţiile necesare pentru dezvoltarea procesului de cooperare a producătorilor agricoli.Item PERSPECTIVE DE DEZVOLTARE ECONOMICĂ A REPUBLICII MOLDOVA(CEP USM, 2017) Buzdugan, AdrianaÎn acest articol este prezentată situația economiei din spațiul rural al Republicii Moldova, fiind argumentate politicile macroeconomice necesare, care trebuie să includă: politicile creditare, antimonopoliste, fiscale, externe și industriale. Sunt specificate mai multe probleme cu care se confruntă economia națională, în special faptul că aceasta prezintă dificultăți în complexul energetic.De aceea,sunt recomandate: strategia de dezvoltare a complexului; analize aleimpactului complexului energetic asupra prețurilor; politici energetice; politicile prețurilor în complexul energetic.Item ПОВЫШЕНИЕ ЭФФЕКТИВНОСТИ ИСПОЛЬЗОВАНИЯ ЗЕМЛИ – РЕЗУЛЬТАТ УМЕЛОГО УПРАВЛЕНИЯ ЕЕ ПЛОДОРОДИЕМ(CEP USM, 2015) Онофрей, Александр; Дудогло, ТатьянаПриводится состав природных ресурсов сельскогохозяйства, ведущая роль среди которых отводится почвенно-земельным, и особенности их использования в отрасли. Подчеркивается, что качественные характеристики земли непосредственно влияют на ее стоимость и возможности использования в сельскомхозяйстве. В связи с этим дается оценка всех видов земельных участков, в зависимости от их назначения и использования; приводятся также тарифы для расчета нормативной цены земли. Показан механизм сохранения естественного плодородия почв на основе сбалансирования темпов их эксплуатациии самовосстановления
