    HPV AND CEVICAL CANCER IN MOLDOVA – COST/BENEFIT MODEL

    Human papillomavirus, or HPV, is a sexually transmittable virus infection, which is necessary risk factor for developing cervical cancer - first most common type of cancer in working age women in Moldova. We observe both behavioral change (sexuality increase) and demographical change (population ageing). The main goal is the authoritative analysis of the costs and losses of potential epidemiological control strategies and identifies potential problems that health care will have to face in the future. We run computer simulation to prepare cost/benefit analyze for different vaccination strategies, various screening programs and preventive programs (using condoms) for Moldova, based on its own demography and sexual behavior. We used data since 1998 to adjust model parameter and we project till 2031. We use mathematical and sociological concepts within complex system methodology. Moldovan cervical cancer perspective looks much better, than in central/western Europe countries, because of relatively young society. In our setup, obligatory vaccination seems to not be so crucial (for none of realistic scenarios increase of cancer cases is possible) for public health, as in most countries in European Union. However, screening practice could be verified in terms of efficiency, when cost/benefit calculation would be done. We propose more optimal screening guidelines, which could provide saving perspective in 10-15 year in range 100-300k EUR yearly. Targeted vaccination could be also consider, because costs are similar to high frequencies screening schema with the same cancer cases projection. However, some positive side effects of vaccination as reduction of pathogen circulation in society, will cause decrease of other pathologies related to HPV like genital warts and other cancer.

Odata cu intensificarea actuală a globalizării şi a competenţei libere, statul se vede obligat să menţină capitalul uman prin crearea condiţiilorfavorabile pentru existenţă şi dezvoltare. În realizarea acestui aspect se aplică un efort extra pentru a menţine oamenii talentaţi, cu un potenţial intelectual în ţară,inclusiv şi oamenii de ştiinţă.

    LOOKING FOR (RE)DEFINING UNIVERSITY AUTONOMY

    The article presents a comparative analysis of the institutional university autonomy of the following EU member states: Denmark, Lithuania, Romania, Scotland and Sweden. Today we are witnessing the restructuring of various society sectors - the economy, labor market, social and political systems, etc. It is a process at state – nation level, as well as regional and global levels. Education systems in most countries, at their turn, react to this process and engage in radical reform of higher education in order to achieve economic, social and political objectives of the society. In this emerging environment universities have to review their position in order to redefine and adapt their functions, forming an autonomous space for proper decision making and, thus, playing an innovative role in the socioeconomic environment.

    Impact of the Association Agreement between the European Union and the Republic of Moldova in the Formation of Intellectual Potential The functionality of the new economic system of the Republic of Moldova, based on market relations and open to the world, frequently marked by dynamism, uncertainty and risk often, sometimes even hostile, depends, crucially, on innovation activity. Innovation activities, training innovation potential will de&nitely be inlluenced by the association Agreement between the EU and Moldova. The article refects on the advantages of our country in the European Union integration process, innovative business development, training potential and proposes some measures that would contribute to the objectives of the Agreement on these particular aspects.

Инновации благоприятствуют росту конкурентоспособности как отдельных товаров и услуг, так и экономики в целом на международной арене, обеспечивают оптимальную структуру и функционирование экономических процессов, эффективную экономию на уровне производства, разнообразие хозяйственной деятельности, привлечение внешних источников финансовых и других экономических ресурсов с целью завоевания международных рынков и обеспечение господства в развитии ведущих отраслей мировой экономики. По мнению авторов статьи, приоритетным должно стать развитие страны на базе активизации инновационной деятельности в области наиболее значимых базовых наукоёмких и высокотехнологичных экономических отраслей, которые являются наиболее существенными и прогрессивными двигателями развития национальной экономики.

Statul este cointeresat în dezvoltarea unor zone industriale, întrucât acestea constituie adevărate pârghii pentru ieşirea dintr-o situaţie marcatăde condiţii economice dificile, precum şi pentru reducerea disparităţilor economice între diferite regiuni şi poate îmbina obiectivele pe termen lung de amenajare a teritoriului cu cele ale unei politici de industrializare eficientă. .
