Both commercial contracts and public procurement have emerged, as a
necessity, at a certain stage of the society development to replace the archaic and
cumbersome forms of regulation. The acquisitions published a special significance in the
economy of the Republic of Moldova and of the European states, contributing to the
creation of the considerable part of the GDP. Including public procurement, as a way of
