    Datoria publică: o povară pentru sau o investiție în bunăstarea cetățenilor [Articol]

    Scopul articolului este de a examina, în perspectivă, impactul managementului datoriei publice în Republica Moldova asupra bunăstării cetățenilor. Metodologia cercetării se bazează pe analiza experienței țărilor europene în acest domeniu, comparativ cu practica națională, pe baza analizei cadrului juridic național, precum și ai indicatorilor datoriei publice și a obiectivelor acestei politici în Republica Moldova, pentru a determina modul în care aceasta afectează bunăstarea cetățenilor. Concluzii: Managementul datoriei publice este o modalitate importantă de promovare a bunăstării economice a cetăţenilor, atâta timp cât resursele care provin din împrumuturile publice sunt gestionate eficient.

    Stabilitatea veniturilor fiscale ale bugetului public naţional în Republica Moldova

    This article focuses on researching the stability of fiscal revenues in the Republic of Moldova based on the calculation of their coefficient of variation in the period of time from 2000 to 2022. In this way, the most stable and unstable tax groups are identified, and thus recommendations, to strengthen the sustainability of the national fiscal policy, are made.

    Politica bugetar-fiscală sustenabilă ca fundament al bunăstării cetățenilor

    Ensuring the well-being of citizens is one of the basic objectives of fiscal and budgetary policy. Thus, the role of fiscal and budgetary policy in this respect is not limited to identifying the most optimal ways of accumulating resources to cover the state's financing needs and their rational allocation, but also to respecting the rules of budgetary prudence in order to ensure intergenerational equity and a solid foundation of citizens` welfare. In this sense, the present research analyses the role of the budgetary and fiscal policy in ensuring the welfare of citizens, by analysing the way in which the national public budget resources are constituted and distributed, as well as the sustainability of the budgetary and fiscal policy in fiscal policy in ensuring the welfare of citizens, by analysing the way in which the national public budget resources are constituted and distributed, as well as the sustainability of the budgetary and fiscal policy in the Republic of Moldova, through the budgetary prudence rules established in the national legal framework.

    ANALYSIS OF THE PERCEPTION OF SUSTAINABLE PUBLIC PROCUREMENT IN THE REPUBLIC OF MOLDOVA USING DATA MINING TECHNOLOGIES

    Awareness of the importance of sustainable public procurement requires the search for the best solutions to strengthen the practice of public procurement in the Republic of Moldova. However, before that, it is important to assess the perception of sustainable public procurement in public institutions and authorities at the current stage in the Republic of Moldova. This research is concentrating on the analysis of this perception by using the questionnaire method and by processing of answers using data mining technologies. Following the analysis of the processed data, it was found that there is no single perception regarding the understanding of the concept of sustainable public procurement in public institutions and authorities in the Republic of Moldova.
