    BUGETAREA PE BAZĂ DE PERFORMANȚĂ: ABORDARE COMPARATIVĂ

    In the study, the authors researched the evolution of the performance-based budgeting concept (BBP). The subject was developed through the comparative analysis of two budget design models: resourcebased and performance-based budgeting. The authors applied the monographic and the comparison method. The researched aspects led to the general conclusion that PBB is generally a complex, continuous and long lasting process. Performance-based budgeting (PBB) is a budget development method that allows the identification and tracking of budgetary means considering the results and performance.

    There are presented the results of research about the interdependence between investment, innovation and economic growth. As research methods were used: monographical, analogical, rating methods, etc. The authors concluded that in order to achieve sustainable economic growth and to increase the international competitiveness of the Republic of Moldova it is necessary to make investments in innovative products, research and, as well as, in a good development of infrastructure for innovative products.

    RATA DE ACTUALIZARE SOCIALĂ: ASPECTE ALE ESTIMĂRII ÎN SCOPUL EVALUĂRII OFERTELOR DE ACHIZIȚII PUBLICE DURABILE

    The social discount rate is an important tool used to evaluate investment projects and government policies at the regional level. The process of evaluating the contracts for the award of contracts for construction works of some buildings, roads, bridges, installations, etc., the estimated value is calculated based on the lifetime costs, respectively the life cycle costs. The estimated value involves updating income and cost over the life cycle. The authors conclude that the evaluation of the tender using the principle of "lifetime cost" by the contracting authorities. The methodological aspects of estimating the social discount rate are the subject of many scientific studies. In this paper, the authors have systematized different opinions on the methodology for estimating the social discount rate and present arguments on the particularities of its estimation for the evaluation of bids by contracting authorities. The study offers decision-makers suggestions for adjusting the predetermined social discount rate, in order to give a more accurate assessment of the economic and social benefits. The results of the study are relevant for regional and local authorities in developing countries, such as the Republic of Moldova, Ukraine, Georgia, which implement the principles of sustainable development in the public procurement system.

    DISPARITĂŢI ÎN DEZVOLTAREA REGIONALĂ: ASPECTE TEORETICO-METODOLOGICE

    Evenimentele care au avut loc în ultimele 3 decenii au condus la crearea unor dezechilibre în dezvoltarea economică şi socială în profil teritorial. Cauzele apariţiei disparităţii în aspect teritorial sunt analizate pe larg şi explicate la momentul actual de cercetători, acestea fiind abordate în teoriile regionale. Teoriile regionale sunt abordate cu interes datorită creşterii şi accentuării unor fenomene economice cu impact global, resimţite la nivel regional. Atenuarea disparităţilor regionale constituie o provocare atât pentru cercetători, cât şi pentru cei ce realizează politicile de dezvoltare regională în practică. Ca rezultat al disfuncţionalităţilor structurale ale sistemului economic şi social apar disparităţi în dezvoltarea regiunilor, asupra cărora trebuie să se intervină pentru a le atenua. Polarizarea economică ca efect al inegalităţii în dezvoltarea economică este în legătură directă cu polarizarea socială. Disparităţile teritoriale reprezintă o sursă potenţială de instabilitate şi de popularizare a teritoriilor.

    DISPARITATEA PREŢURILOR ÎN REPUBLICA MOLDOVA ŞI EFECTELE ACESTEIA

    In this article the author presents the results of the analysis of the dynamic evolution of the prices, revealing the causes that conditioned these changes. Basing on the obtained results, there were formulated conclusions on mitigation the prices disparity of the products sold by the agricultural producers and consumer prices.
