    The status of a candidate country for joining the European Union is an opportunity for the Republic of Moldova to reflect on the progress achieved and to ensure our common commitment to improving and sharing common European values. Joining the European Union is an opportunity, but it is also a responsibility. With a view to joining the European Union and aligning the national regulatory framework with European standards regarding central and local public administration, numerous public policy acts were adopted, which describe the vision, purpose, objectives, actions and resources necessary for the process of transformation/improvement of public administration from the Republic of Moldova at central and local level. The process of adopting a new regulatory framework favors compliance actions at the national, local level.

    Mankind has experienced various stages during its development period. Some of these being positive in periods of peace, others not desirable manifested through armed conflicts, military actions, other violent actions, etc. The analysis of the reality of these negative stages shows that the rules of conduct are violated by the participants in such activities. Under these conditions, the given activities were categorized as illegal and subject to criminal liability. One of these being the use of prohibited means of waging war, which we will analyze in the following order.

    ASIGURAREA CALITĂȚII AERULUI ÎNCONJURĂTOR: PROBLEME DE ORDIN LEGISLATIV, ORGANIZAȚIONAL ȘI ADMINISTRATIV

    În articol sunt analizate punctele forte și cele slabe ale cadrului legislativ și normativ la etapa transpunerii standardelor UE privind gestionarea calității aerului, identificarea lacunelor din cadrul instituţional și a mecanismului de coordonare existent la moment. Noua Lege privind calitatea aerului înconjurător va stabili bazele juridice și organizaționale privind evaluarea calității aerului, desemnarea zonelor și a aglomerărilor, măsurile necesare pentru protejarea sănătății umane și a mediului întreg. Legea reglementează măsurile destinate menținerii calității aerului înconjurător, acolo unde aceasta corespunde obiectivelor pentru calitatea aerului înconjurător stabilite, și îmbunătățirii acesteia în celelalte cazuri.
